Synopsis: Local and regional workforce investment boards. Allows a
member of a workforce investment board to participate in a meeting of
the board by electronic means. Provides that the member: (1) is
considered to be present at the meeting; (2) shall be counted for
purposes of establishing a quorum; and (3) may vote. Requires a
member to attend at least one-half of the meetings of the board during
a calendar year in person.
Effective: July 1, 2011.

Chapter 7.5. Workforce Investment Boards; Electronic Meetings
Sec. 1. As used in this chapter, "board" means a workforce investment board (as defined in IC 22-4.5-2-13.5).
Sec. 2. A member of the board may participate in a meeting of the board using a means of communication that permits:
(1) all other members of the board participating in the meeting; and
(2) all members of the public physically present at the place where the meeting is conducted;
to simultaneously communicate with each other during the meeting.
Sec. 3. A member who participates in a meeting under section 2 of this chapter:
(1) is considered to be present at the meeting;
(2) shall be counted for purposes of establishing a quorum; and
(3) may vote on any matter properly presented during the meeting.
Sec. 4. A member who participates in a meeting under section 2 of this chapter shall confirm in writing not more than five (5) days after the date of the meeting the votes cast by the member during the meeting. The member may send the confirmation by United States mail or facsimile.
Sec. 5. A member shall attend at least one-half (1/2) of the meetings of the board during a calendar year in person.
Sec. 6. The memorandum of the meeting prepared under IC 5-14-1.5-4 must also state the name of:
(1) each member who was physically present at the place where the meeting was conducted;
(2) each member who participated in the meeting using a means of communication described in section 2 of this chapter; and
(3) each member who was absent.
