Bill Title: Amends the Illinois Municipal Code. Provides that expenses used from an expense account of a municipal officer or an individual who reports directly to the municipal officer shall be submitted to and retained by the municipality. Provides that the documentation is subject to any audit performed on municipal finances and is subject to disclosure under the Freedom of Information Act in the same manner as documentation of other expenses of the municipality. Limits home rule powers.
