Bill Title: Creates the Pavement Preservation Act. Contains legislative findings and a statement of intent. Defines terms. Provides that the Department of Transportation shall designate in fiscal year 2013 a minimum of $20 million to be spent solely for the use of pavement preservation projects performed by outside contractors. Provides that the amount shall increase to $30 million in fiscal year 2014 and $40 million in fiscal year 2015. Provides that the Department shall issue an annual report by January 1 of each fiscal year which details the projects and amount of funding spent per district. Provides that the department shall designate a program coordinator to carry out specified functions. Provides that the Act is repealed on January 1, 2016. Effective immediately.
