Bill Title: Provides that the Act may be referred to as Jeff's Law. Amends the Criminal Identification Act. In provisions concerning information furnished by the clerk of the circuit court to the Illinois State Police, adds a requirement to include whether a firearm was reported as stolen on the Illinois State Police publicly accessible database. Amends the Mental Health and Developmental Disabilities Code. In provisions concerning developmental disability and notice, makes changes to a definition. In provisions concerning clear and present danger and notice, makes changes to confidentiality regarding the identity of the person making the report and limits liability for the disclosure or nondisclosure of certain information. Amends the Firearm Owners Identification Card Act. Defines "collateral records", "Department of Financial and Professional Regulation-approved continuing education sponsor", "FOID reinstatement mental health evaluation", and "FOID reinstatement mental health evaluator". In provisions concerning grounds for denial and revocation, makes changes regarding revocation or denial based on a person's status as a patient in a mental health facility and adds provisions regarding a person who previously submitted an affidavit or written consent for another individual to obtain a Firearm Owner's Identification Card if the person is later convicted of, or pleads guilty to, conduct demonstrating that the person knew or should have known it was unreasonable to provide such consent. Makes conforming changes to the Mental Health and Developmental Disabilities Confidentiality Act. Makes technical changes.
