Bill Title: Creates the Property Tax Freeze Referendum Act. Directs the State Board of Elections to submit a statewide advisory public question to the voters at the general election on November 6, 2018. Provides that the question shall include a specified explanation of the uses of revenue from property taxation. Provides that the question shall have two parts: a part asking voters whether they support a property tax freeze; and a part asking voters to indicate the length of the property tax freeze they would prefer if they support a property tax freeze. Provides that if a provision of the Act conflicts with any other law, the Act controls. Repeals the Act on January 1, 2019. Effective immediately.
