Bill Title: Amends the Metropolitan Water Reclamation District Act. Authorizes the Metropolitan Water Reclamation District to enter into "design-build" contracts. Defines "design-build". Specifies the solicitation process for design-build proposals. Sets forth the requirements for the award of design-build contracts. Provides that the Metropolitan Water Reclamation District must use a 2-phase procedure for the selection of the successful design-build entity for projects where the budgeted construction cost is over $12,000,000.
