Bill Title: Amends the Humane Care for Animals Act. Increases the penalty for teasing, striking, or tampering with police animals, service animals, accelerant detection dogs, or search and rescue dogs from a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense to a Class 4 felony for a first offense and a Class 3 felony for a second or subsequent offense. Amends the Criminal Code of 1961. Changes the penalty for aggravated assault of a physically handicapped person or a person 60 years of age or older from a Class A misdemeanor to a Class 4 felony. Changes the penalty for aggravated battery of a pregnant or physically handicapped person from a Class 3 felony to a Class 2 felony.
