Bill Title: Amends the Unified Code of Corrections. Provides that a person convicted of the offense of knowingly manufacturing or delivering or possessing with intent to manufacture or deliver heroin or an analog of heroin may not receive a sentence of a period of probation, a term of periodic imprisonment, or conditional discharge if the amount of the heroin is 3 (rather than over 5) grams or more.
