Bill Title: Amends the Illinois Procurement Code. With respect to a sole source procurement, requires that (i) the notice of the procurement in the Illinois Procurement Bulletin include a justification of the manner in which an absence of other economically feasible sources was determined and (ii) the justification be retained in the procurement's contract file.
