Bill Title: Creates the Jacksonville Developmental Center Reopening Act. Requires the Governor to develop a plan to reopen the Jacksonville Developmental Center, to be submitted to the General Assembly by January 1, 2016. Requires the Jacksonville Developmental Center to reopen within 5 years after the effective date of this Act according to the plan developed by the Governor. Effective immediately.
