Bill Title: Amends the Environmental Protection Act. Provides that "stationary source" does not include a building, structure, facility, or installation causing emissions resulting directly from internal combustion engines for transportation purposes or from a nonroad engine or a nonroad vehicle as defined in a specified provision of the federal Clean Air Act.
