Bill Title: Amends the Hospital Licensing Act. In a provision concerning a medical staff member's right to request a fair hearing, deletes language that provides that the hearing panel shall have independent authority to recommend action to the hospital governing board. Provides instead that the hearing panel shall have independent authority to preside over the fair hearing, consider evidence and testimony presented at the hearing, and issue a finding and decision on the matter. Provides that the fair hearing panel may uphold, rescind, modify, amend, or otherwise alter the original adverse decision issued against a medical staff member. Sets forth provisions concerning the findings of the hearing panel and adjudicatory recourse for an adversely affected physician. Effective January 1, 2012.
