SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joan Hetta Barlow Van Note, who passed
4away on October 16, 2015, at the age of 92; and
5 WHEREAS, Joan Van Note was born in Hopkinton, Iowa to
6Reverend Dr. Walter and Sarah Ellen (Greenwood) Barlow on March
716, 1923; in 1929, the family moved to Ames, Iowa; in her
8childhood, and as a young adult, she was an accomplished
9distance swimmer; she graduated from Grinnell College in 1944
10with a Bachelor of Arts in Psychology; she received her
11master's degree in nursing from Case Western University in
121946; and
13 WHEREAS, Joan Van Note was in an auto accident in 1956,
14before seat belts were in standard use; as a result of that
15accident, she lived with a disability for 59 years thereafter,
16never allowing that disability to slow her down; and
17 WHEREAS, Joan Van Note worked in New York City as the
18founder and editor of "Nurses Notes", a newsletter designed to
19keep nurses updated on medical advancements; she later
20published "Report for Nurses"; she was honored to be one of the
21first individuals to interview Dr. Jonas Salk regarding the
22vaccine for polio; and

1 WHEREAS, Joan Van Note relocated to the Midwest in 1970 and
2continued working as a geriatric nurse and a realtor in
3Wheaton; and
4 WHEREAS, During her retirement, Joan Van Note moved to
5Chicago to help raise her granddaughter; she sang in the church
6choir at Unity Temple Unitarian Universalist Congregation and
7was a docent with the Unity Temple Restoration Foundation; she
8also continued to swim, enjoyed reading the New York Times at
9the Oak Park Public Library, and was well known throughout Oak
10Park for walking everywhere, her cheerful demeanor, and her
11ready smile; and
12 WHEREAS, Joan Van Note is survived by her son, Allen
13(Elizabeth Scanlan); her daughter, Sarah; and her
14grandchildren, Sean (Anna), Liam (Devan), Eugene, and Grace;
15therefore, be it
16 RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
18Joan Hetta Barlow Van Note, and extend our sincere condolences
19to her family, friends, and all who knew and loved her; and be
20it further
21 RESOLVED, That a suitable copy of this resolution be
