2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of former Illinois State Representative | ||||||
4 | Eugene "Gene" Moore; and
| ||||||
5 | WHEREAS, Eugene Moore was born on July 19, 1942 in Baltzer, | ||||||
6 | Mississippi; his parents were Sarah Ella ("SE") Burrell and | ||||||
7 | Joseph Moore; his family moved to Maywood when he was at an | ||||||
8 | early age; he joined the Second Baptist Church under the | ||||||
9 | leadership of the late Rev. Robert Hayden, where he confessed | ||||||
10 | his life to Christ and was baptized; and
| ||||||
11 | WHEREAS, Eugene Moore attended Washington Elementary | ||||||
12 | School and graduated from Proviso Township High School in 1960; | ||||||
13 | he received a football scholarship and attended Otero College | ||||||
14 | in Colorado; after suffering an injury which shortened his | ||||||
15 | college and professional football career aspirations, he | ||||||
16 | returned home to Maywood and was employed at the American Can | ||||||
17 | Company; and
| ||||||
18 | WHEREAS, Eugene Moore worked for Metropolitan Life | ||||||
19 | Insurance (MetLife) for many years; in 1988, he ran for | ||||||
20 | Commissioner of the Proviso Township Board of Trustees; he was | ||||||
21 | the only candidate on his ticket that won; in 1992, he ran for | ||||||
22 | State Representative of the 7th District and won by a |

1 | landslide; in January of 1993, he was sworn into office as the | ||||||
2 | first African-American to represent the District; during his | ||||||
3 | tenure, he introduced, sponsored, and co-sponsored many House | ||||||
4 | Bills that had an impact on his district and improved the | ||||||
5 | quality of life for its residents; he also served two terms as | ||||||
6 | the Proviso Township Democratic Committeeman; and
| ||||||
7 | WHEREAS, In 1999, Eugene Moore was appointed to serve as | ||||||
8 | Cook County Recorder of Deeds; when his appointed term ended, | ||||||
9 | he ran for the office and won by a landslide; during his tenure | ||||||
10 | as Recorder of Deeds, he brought many innovative changes and | ||||||
11 | updated the technology of the office, bringing the Recorder's | ||||||
12 | office into the 21st century; he also created the Property | ||||||
13 | Fraud Unit, which brought together the Cook County State's | ||||||
14 | Attorney, the FBI, and the Cook County Clerk of the Circuit | ||||||
15 | Court, and brought awareness of property theft and fraud to the | ||||||
16 | property owners of Cook County; he served Cook County in this | ||||||
17 | capacity until he retired in November 2012; and

18 | WHEREAS, Eugene Moore served as a coach and on numerous | ||||||
19 | boards, including those of the Boys and Girls Club of West Cook | ||||||
20 | County, the Proviso-Leyden Council on Community Action, John C. | ||||||
21 | Vaughn's Scholarship Fund, Inc., and the Community Economic | ||||||
22 | Development Association; and
| ||||||
23 | WHEREAS, Eugene Moore loved Proviso Township and being a |

1 | Proviso East Pirate; he attended countless games and student | ||||||
2 | activities at Proviso Township High School, sponsored many | ||||||
3 | student trips, and donated to Proviso Township community | ||||||
4 | organizations; and
| ||||||
5 | WHEREAS, Eugene Moore is preceded in death by his parents | ||||||
6 | and his sibling, Alice; and
| ||||||
7 | WHEREAS, Eugene Moore is survived by his children, DaWanna | ||||||
8 | (Omar), Natalie, and Eric Moore; his siblings, Barbara | ||||||
9 | (Michael), Anise, Freddie, and Michael (Deborah); his | ||||||
10 | grandchildren, Johnnie, Chase, Jelissa, Darius, Jenise, and | ||||||
11 | Cheyenne; his great-grandchildren, NeVaehiza, Nyla, Marquise, | ||||||
12 | and Nylin; and many nieces, nephews, cousins, and friends; | ||||||
13 | therefore, be it

14 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
15 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
16 | family and friends, mourn the passing of former Illinois State | ||||||
17 | Representative Eugene "Gene" Moore; and be it further
| ||||||
18 | RESOLVED, That a suitable copy of this resolution be | ||||||
19 | presented to the family of Eugene Moore as an expression of our | ||||||
20 | sympathy.
