SENATE RESOLUTION
2 WHEREAS, It is incumbent upon the members of this body to
3take appropriate measures to ensure the health and safety of
4the citizens of this State; and
5 WHEREAS, Ridesharing has become a popular mode of
6transportation and a source of income for drivers in many
7states across the country, including Illinois; and
8 WHEREAS, Although ridesharing companies perform criminal
9background checks, those checks have often proved inadequate,
10allowing those convicted of sex crimes, homicides, and other
11dangerous felonies to be approved as drivers; and
12 WHEREAS, On May 18, 2016 in Gaithersburg, Maryland, a
13rideshare driver with an extensive criminal record was arrested
14for allegedly using a homemade gun to attempt to shoot and kill
15multiple county police officers; and
16 WHEREAS, At the time of his arrest, it was discovered that
17the rideshare driver had a lengthy felony record, including
18weapons possession, arson, armed robbery, burglary, drug
19possession, vehicle theft, and malicious destruction of
20property; and

1 WHEREAS, The possibility of having rideshare drivers in
2Illinois with extensive criminal records is a grave concern;
3and
4 WHEREAS, In 2014, the General Assembly passed HB 4075,
5establishing greater guidelines, including criminal background
6checks with fingerprinting, which has been proven an effective
7method of criminal identification; however, the bill was vetoed
8by then Governor, Pat Quinn; therefore be it
9 RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Chicago
11City Council to pass Alderman Anthony Beale’s ordinance to
12mandate that criminal background checks include fingerprinting
13for all rideshare drivers; and be it further
14 RESOLVED, That suitable copies of this resolution be
15delivered to Chicago Mayor, Rahm Emanuel, and all members of
16the Chicago City Council.
