SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened to
learn of the death of Virgil Lee "Mad Dog" Monroe of Alton, who
passed away on March 4, 2018; and
WHEREAS, Virgil Monroe was born in Alton on April 23, 1937;
he married Margaret L. Testa on July 5, 1958; and
WHEREAS, Virgil Monroe retired from the American Water
Company as a union pipefitter; he was also one of many
volunteers from Locals 553 and 555 who helped with the original
construction of Gordon Moore Park in Alton; he was a very proud
former Marine; and
WHEREAS, Virgil Monroe was a proud supporter of St. Ambrose
and Marquette Catholic High School, a car enthusiast, an avid
walker and talker, and a true friend to all; he took great
pride in being a father, grandfather, and great-grandfather;
and
WHEREAS, Virgil Monroe was preceded in death by his wife,
Margaret; and
WHEREAS, Virgil Monroe is survived by his sons, Tony
(Cathy) Monroe, Steven Monroe, and Joseph (Dr. Stephanie)

Monroe; his grandchildren, Rebecca Tobin, Stephen Monroe,
Ashley (Michael) Riegert, Scott Monroe, Karissa (John) Hill,
Antonio Monroe, Cody Monroe, Bella Monroe, and Christian
Monroe; and his great-grandsons, Thayer and Holden Riegert;
therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
Virgil Lee "Mad Dog" Monroe and extend our sincere condolences
to his family, friends, and all who knew and loved him; and be
it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of Virgil Monroe as an expression of
our deepest sympathy.
