2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Judge Ramón Manuel Escapa of | ||||||
4 | Rushville, who passed away on June 19, 2022; and
| ||||||
5 | WHEREAS, Judge Escapa was born to Angel Luis Escapa Matos | ||||||
6 | and Maria Aponte in Rio Piedras, Puerto Rico on December 24, | ||||||
7 | 1979; he was raised in Schuyler County; he graduated from | ||||||
8 | Rushville High School in 1998; he married Michelle Ann Thomas | ||||||
9 | at the Schuyler County Courthouse in Rushville on February 6, | ||||||
10 | 2003; he received his Bachelor of Arts in Political Science | ||||||
11 | from Western Illinois University in 2004; he earned his Juris | ||||||
12 | Doctor from Southern Illinois University Carbondale in 2008; | ||||||
13 | he was admitted to the Illinois Bar in 2009; he served in the | ||||||
14 | U.S. Army National Guard for 12 years and had currently been | ||||||
15 | serving as an officer of the JAG Corps; and

16 | WHEREAS, Judge Escapa previously served as a deputy for | ||||||
17 | the Schuyler County Sheriff's Office and as a police officer | ||||||
18 | for the Beardstown Police Department; he also formerly taught | ||||||
19 | English as a Second Language in Beardstown; and
| ||||||
20 | WHEREAS, Judge Escapa became a partner in the law firm of | ||||||
21 | Lucie, Scalf, Escapa & Graham in Macomb in May 2009; and

1 | WHEREAS, Judge Escapa was elected as state's attorney of | ||||||
2 | Schuyler County in 2012; he was twice reelected before he was | ||||||
3 | appointed to circuit judge in 2020; he was currently serving | ||||||
4 | as a judge in the Eighth Judicial Circuit at the time of his | ||||||
5 | passing; and
| ||||||
6 | WHEREAS, Judge Escapa was a member of the St. Rose of Lima | ||||||
7 | Catholic Church in Rushville; he was also a member of Ride | ||||||
8 | Illinois, the Schuyler County 22 Club, the Knights of | ||||||
9 | Columbus, Rushville Masonic Lodge #9, the Illinois Bar | ||||||
10 | Association, and the Illinois Latino Judges Association; and
| ||||||
11 | WHEREAS, Judge Escapa was preceded in death by his father; | ||||||
12 | his paternal grandfather, Luis Escapa Negron; his maternal | ||||||
13 | grandmother, Cecilia Oritz Braceti; and his maternal | ||||||
14 | grandfather, Ramón Aponte Betancourt; and

15 | WHEREAS, Judge Escapa is survived by his wife of almost 20 | ||||||
16 | years, Michelle; his mother; his paternal grandmother, Isabel | ||||||
17 | Matos Escapa; his children, Isaac Manuel Escapa, Isaiah Ramón | ||||||
18 | Escapa, Isabel Marie Escapa, and Ian Luis Escapa; his brother, | ||||||
19 | Luis Escapa; his half sisters, Angely Escapa and Valery Pratt; | ||||||
20 | his half brothers, Christian Escapa and Jacob Clayton; his | ||||||
21 | stepbrother, Kyle Clayton; his special aunt, Luisabel Escapa; | ||||||
22 | and his numerous other aunts, uncles, nieces, nephews, and | ||||||
23 | cousins; therefore, be it

1 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
3 | Judge Ramón Manuel Escapa and extend our sincere condolences | ||||||
4 | to his family, friends, and all who knew and loved him; and be | ||||||
5 | it further

6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to the family of Judge Escapa as an expression of our | ||||||
8 | deepest sympathy.
