SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Herman Eddie Brooks of Peoria, who
4passed away on May 13, 2022; and
5 WHEREAS, Herman Brooks was born to Elwood and Vivian
6Brooks on March 7, 1932; he was raised in Valley City and
7graduated from Griggsville High School in 1950; he enlisted in
8the U.S. Air Force and was honorably discharged in 1954; he
9married Shirley Reddy at St. Thomas Catholic Church in Peoria
10on September 3, 1955; and
11 WHEREAS, After his military service, Herman Brooks moved
12to Peoria and worked at Caterpillar; he left Caterpillar to
13become a firefighter for the City of Peoria in 1958, where he
14rose through the ranks, becoming fire chief in 1985; he
15retired from the fire department in 1987; during his career as
16a fireman, he joined the Illinois National Guard, where he
17served as a reservist from 1959 to 1983, retiring as a master
18sergeant; and
19 WHEREAS, Herman Brooks had a passion for volunteering, and
20he spent time involved in the athletic booster organizations
21for St. Philomena and the Academy of Our Lady/Spalding
22Institute; he was also a founding member of the Illinois

1Association of Retired Firefighters; and
2 WHEREAS, Herman Brooks was a dedicated father who always
3made it a point to attend and coach his children's
4extracurricular activities while working for the fire
5department and his various second jobs; he enjoyed attending
6family gatherings and spending time with his children and
7grandchildren; he was a lifelong sports fan and always cheered
8for the Chicago Bears, the St. Louis Cardinals and the
9University of Notre Dame football team; alongside his wife, he
10spent the winters of his later years in Mesquite, Nevada,
11where they enjoyed being close to the Las Vegas NASCAR races,
12casinos, and warm weather; and
13 WHEREAS, Herman Brooks was preceded in death by his
14parents; his brothers, George, Wayne, Donald, and Richard; and
15his sister, Katherine Lawson; and
16 WHEREAS, Herman Brooks is survived by his wife, Shirley;
17his sister, Della Johnson; his children, Mary (Jerry)
18Motteler, Eddie Brooks, Patrick (Vicki) Brooks, Michael (Jody)
19Brooks, Mark Brooks, and Ann (Jim) Anderson; his
20grandchildren, Clifford, Molly, Hannah, Emily, Brooke, Taylor,
21Nicholas, Michael, Sarah, Catherine, and Jason; his
22great-granddaughters, Caroline, Tinley, Lily, Vivian, and
23Hailey; and several nieces and nephews; therefore, be it

1 RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3Herman Eddie Brooks and extend our sincere condolences to his
4family, friends, and all who knew and loved him; and be it
5further
6 RESOLVED, That a suitable copy of this resolution be
7presented to the family of Herman Brooks as an expression of
8our deepest sympathy.
