1 | SENATE RESOLUTION | ||||||
2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Catherine Sue "Cathy" Houghtby of | ||||||
4 | Springfield, who passed away on March 31, 2024; and
| ||||||
5 | WHEREAS, Cathy Houghtby was born to John and Mary | ||||||
6 | (Vukelich) Green in Litchfield on October 19, 1955; she | ||||||
7 | attended Holy Trinity Catholic School; she graduated from | ||||||
8 | Mount Olive High School and Lincoln Land Community College; | ||||||
9 | she completed additional paralegal studies at Lake Land | ||||||
10 | College; she married Jerry Houghtby in 1991, and they later | ||||||
11 | divorced, remaining dear friends; and
| ||||||
12 | WHEREAS, Cathy Houghtby spent nearly four decades helping | ||||||
13 | senior citizens throughout the State of Illinois, working in | ||||||
14 | partnership with senior groups as well as multiple State | ||||||
15 | agencies and service groups; in her early years, she worked | ||||||
16 | for Senior Citizens Legal Services in Effingham, educating | ||||||
17 | older adults about benefit programs and assisting them with | ||||||
18 | legal complaints; she also worked as a coordinator with the | ||||||
19 | Governor's Office of Senior Involvement, where she helped | ||||||
20 | State Representative Josephine Oblinger respond to various | ||||||
21 | issues affecting seniors, including medical services and | ||||||
22 | housing; for the last 25 years of her career, she worked as a | ||||||
23 | senior advocate and special events coordinator for the |

1 | Illinois Department on Aging, and she was especially known for | ||||||
2 | her role in coordinating activities at the Illinois State Fair | ||||||
3 | Senior Center; she retired in 2016; and
| ||||||
4 | WHEREAS, Cathy Houghtby always brought energy and | ||||||
5 | enthusiasm to her work and to everyone she touched; she will be | ||||||
6 | remembered for her kind, caring, generous, and fun-loving | ||||||
7 | spirt; and
| ||||||
8 | WHEREAS, Cathy Houghtby was preceded in death by her | ||||||
9 | parents and her brothers, John "Jack" Green, James "Beaver" | ||||||
10 | Green, and William "Bill" Green; and
| ||||||
11 | WHEREAS, Cathy Houghtby is survived by her brothers, Frank | ||||||
12 | Green and Charlie (Harriet) Green; her special friend and | ||||||
13 | mentee, Thomas Mansberger; and many nieces, nephews, and | ||||||
14 | friends; therefore, be it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
17 | Catherine Sue "Cathy" Houghtby and extend our sincere | ||||||
18 | condolences to her family, friends, and all who knew and loved | ||||||
19 | her; and be it further
