Bill Title: Urges consumers to take steps to educate themselves on the resources currently available to help identify and eliminate unwanted calls. Further urges consumers to take the appropriate actions that have been developed and recommended by these agencies and by the telecommunications industry, including registering their numbers on the National Do Not Call Registry.

SENATE RESOLUTION
2 WHEREAS, Robocalls are unwanted and bothersome to
3consumers; and
4 WHEREAS, Spoofing numbers to make them look familiar is a
5common technique; and
6 WHEREAS, If consumers believe they have received an
7illegal call or text, they can file a complaint with the
8Federal Communications Commission (FCC) at
9https://tinyurl.com/File-FCC-Complaint; and
10 WHEREAS, The Federal Communications Commission, the
11Federal Trade Commission, the U.S. Telecom Association, and
12the telecommunications industry have taken actions to combat
13this unwanted activity and have developed guidelines that may
14help consumers avoid unwanted calls; and
15 WHEREAS, Consumers can find more information from the FCC
16and the US Telecom Association by:

7 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we urge consumers to
9take steps to educate themselves on the resources currently
10available to help identify and eliminate unwanted calls; and
11be it further
12 RESOLVED, That we urge consumers to take the appropriate
13actions that have been developed and recommended by these
14agencies and by the telecommunications industry, including
15registering their numbers on the National Do Not Call
16Registry; and be it further
17 RESOLVED, That we urge the Federal Communications
18Commission, the Federal Trade Commission, the U.S. Telecom
19Association, and the telecommunications industry to continue
20monitoring this issue and adapting appropriate techniques and
21enforcement measures to discourage and reduce unwanted calls
22that understandably annoy, scam, and defraud consumers; and be

2 RESOLVED, That, according to information published by the
3FCC, we urge consumers to protect themselves by doing the
4following:
5 (1) Do not answer calls from unknown numbers;
6 (2) Do not press any buttons, say "yes," or give out
7 any personal information in response to any questions;
8 (3) Do check to see if a call is legitimate by hanging
9 up and calling the organization the caller claimed to be
10 representing to confirm the origin of the call;
11 (4) Do use caution if you are being pressured for
12 immediate information;
13 (5) Do set a password for your voice mail account;
14 (6) Do talk to your phone company about blocking tools
15 they may have;
16 (7) Do register your number on the National Do Not
17 Call Registry at https://www.donotcall.gov in order to
18 allow legitimate telemarketers to avoid calling your
