Bill Title: Resolves that (i) the Police Training Institute shall remain open and its funding must not be diverted to create a new academy, (ii) the Illinois Law Enforcement Training Standards Board shall abide by the laws that created the Police Training Institute and the Illinois Law Enforcement Training Standards Board and not assume new powers without legislative authority, (iii) no new police training academies shall be created until the level of enrollment and the condition of State finances would make this academically reasonable and financially feasible, and (iv) the Illinois Law Enforcement Training Standards Board is directed to establish objective professional standards for decertifying courses at police training academies so that minor disagreements do not escalate into disruptions of training.

SENATE RESOLUTION
2 WHEREAS, The General Assembly created the Police Training
3Institute (PTI) at the University of Illinois in 1955; and
4 WHEREAS, The PTI is the largest police training academy in
5this State, has trained officers in all 102 counties of this
6State, and has trained 64% of the officers outside of the City
7of Chicago; and
8 WHEREAS, In 2005, the PTI trained 32% of officers
9statewide, and that percentage rose to 42% in 2010, while
10enrollment fell in all academies due to the recession; and
11 WHEREAS, The PTI trains the trainers for other police
12training academies throughout Illinois; and
13 WHEREAS, The General Assembly created the Illinois Law
14Enforcement Training Standards Board (ILETSB) in 1965; and
15 WHEREAS, The ILETSB wishes to close the PTI and use the
16funds to open a new academy under its management; and
17 WHEREAS, State statute requires that the Director of the
18PTI be a member of the ILETSB; and

1 WHEREAS, The State statute creating the ILETSB does not
2authorize it to override the statute creating the PTI; and
3 WHEREAS, The State statute establishing the ILETSB does not
4give it the authority to run an academy; and
5 WHEREAS, The ILETSB has also "decertified" the Illinois
6State Police Academy in the past, although it was later
7restored; therefore, be it
8 RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that the PTI shall remain
10open and its funding must not be diverted to create a new
11academy; and be it further
12 RESOLVED, That the ILETSB shall abide by the laws that
13created the PTI and the ILETSB and not assume new powers
14without legislative authority; and be it further
15 RESOLVED, That no new police training academies shall be
16created until the level of enrollment and the condition of
17State finances would make this academically reasonable and
18financially feasible; and be it further
19 RESOLVED, That the ILETSB is directed to establish
20objective professional standards for decertifying courses at

3 RESOLVED, That suitable copies of this resolution be
4delivered to President and the members of the Board of Trustees
5of the University of Illinois, the Director of the Police

7of the Illinois Law Enforcement Training and Standards Board.
