SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened
to learn of the death of JC Kowa of Olney, who passed away on
March 18, 2023; and
WHEREAS, JC Kowa was born to Carl and Betty (Worrell) Kowa
in Olney on January 13, 1958; he married Carmen Cato at Trinity
Lutheran Church in Olney on October 18, 1986; and
WHEREAS, JC Kowa was a leader and mentor to many in
Richland County; he served as chairman of the Richland County
Republican Party for many years; he also served as a trustee of
Olney Township and as southern vice president of the Illinois
County Chairman Association; and
WHEREAS, JC Kowa loved spending time at the family farm,
where he took pleasure in mowing, gardening, and fishing; he
also enjoyed spending time with his grandchildren and golfing
with friends and family; and
WHEREAS, JC Kowa will be remembered for his commitment to
his family and community; and
WHEREAS, JC Kowa was preceded in death by his parents; and

WHEREAS, JC Kowa is survived by his wife, Carmen Kowa; his
sons, Will (Savannah) Kowa and Jake (Allison) Kowa; his
grandchildren, Mykaela, Emmersyn, Everytt, Wylla, Ivy, and
Edyth Kowa; his sister, Nancy (Sal) Boccuzzi; his aunt, Bonnie
(Richard) Schnell; and his several nieces, nephews, and
cousins; therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
JC Kowa and extend our sincere condolences to his family,
friends, and all who knew and loved him; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of JC Kowa as an expression of our
deepest sympathy.
