Bill Title: Proposes to amend the General Provisions Article of the Illinois Constitution. Removes language that provides that membership in any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof shall be an enforceable contractual relationship, the benefits of which shall not be diminished or impaired. Provides that nothing in the Illinois Constitution or in any law shall be construed to limit the power of the General Assembly to reduce or change pension benefits or other benefits of membership in any public pension or public retirement system, regardless of whether those benefits have accrued or have been earned and regardless of when those benefits were established. Effective upon being declared adopted.
