1 | SENATE JOINT RESOLUTION
| ||||||
2 | WHEREAS, Article V of the United States Constitution | ||||||
3 | requires the Congress of the United States to convene a | ||||||
4 | constitutional convention upon the application of two-thirds | ||||||
5 | of the several states; and
| ||||||
6 | WHEREAS, The Illinois General Assembly has made | ||||||
7 | applications to the United States Congress to call one or more | ||||||
8 | conventions to propose amendments concerning specific subjects | ||||||
9 | to the United States Constitution, pursuant to Article V of | ||||||
10 | the United States Constitution; and
| ||||||
11 | WHEREAS, Some of the applications on file from the | ||||||
12 | Illinois General Assembly are from more than 100 years in the | ||||||
13 | past, and since that time Illinois has more than doubled in | ||||||
14 | population and our laws and resolutions should keep pace with | ||||||
15 | progress in the State;
and

16 | WHEREAS, A constitutional convention convened by Congress | ||||||
17 | could make sweeping changes to the United States Constitution | ||||||
18 | and threaten the liberty of future generations of Illinoisans; | ||||||
19 | and
| ||||||
20 | WHEREAS, The Illinois General Assembly is aware that other | ||||||
21 | state legislatures have made applications requesting that |

1 | Congress convene a constitutional convention; and
| ||||||
2 | WHEREAS, The Illinois General Assembly does not want its | ||||||
3 | previous applications for a constitutional convention to be | ||||||
4 | included with any unrelated applications made by other state | ||||||
5 | legislatures for a constitutional convention; therefore, be it

6 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF | ||||||
8 | REPRESENTATIVES CONCURRING HEREIN, that all resolutions, | ||||||
9 | memorials, applications, or other enactments previously passed | ||||||
10 | by the Illinois General Assembly, or either house thereof, | ||||||
11 | petitioning Congress for a convention under Article V of the | ||||||
12 | United States Constitution are rescinded, canceled, voided, | ||||||
13 | nullified, and superseded upon passage of this resolution; and | ||||||
14 | be it further
| ||||||
15 | RESOLVED, That copies of this Joint Resolution be sent, | ||||||
16 | within 30 days of passage, to the Clerk of the United States | ||||||
17 | House of Representatives, the Secretary of the United States | ||||||
18 | Senate, and each member of the Illinois Congressional | ||||||
19 | delegation; and be it further

20 | RESOLVED, That the members of the Illinois General | ||||||
21 | Assembly request that this Joint Resolution be published in | ||||||
22 | the Congressional Record and listed in the official tally of |

2 | United States Congress to call a convention to propose | ||||||
3 | amendments to the United States Constitution.
