| 1 | SENATE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, The Illinois General Assembly finds that health | ||||||
| 3 | benefits exchanges authorized by the federal Patient | ||||||
| 4 | Protection and Affordable Care Act are a cost-effective way in | ||||||
| 5 | which the State can provide individuals access to greater | ||||||
| 6 | coverage options; and
| ||||||
| 7 | WHEREAS, The State has, pursuant to Public Act 97-0142, | ||||||
| 8 | established an Illinois Health Benefits Exchange Legislative | ||||||
| 9 | Study Committee to conduct a study regarding State | ||||||
| 10 | implementation and establishment of an Illinois Health | ||||||
| 11 | Benefits Exchange; and
| ||||||
| 12 | WHEREAS, The Illinois Health Benefits Exchange Legislative | ||||||
| 13 | Study Committee has been directed to report on coverage for | ||||||
| 14 | full-time and part-time employees and their dependents and to | ||||||
| 15 | make recommendations to the General Assembly on prospective | ||||||
| 16 | actions; and
| ||||||
| 17 | WHEREAS, Health benefits exchanges currently provide | ||||||
| 18 | affordable health insurance for hundreds of thousands of | ||||||
| 19 | Medicare eligible retirees; and
| ||||||
| 20 | WHEREAS, Health benefits exchanges may provide similar | ||||||
| 21 | health benefits and reduced costs for Medicare eligible former | ||||||

| 1 | State employees currently receiving health benefits from the | ||||||
| 2 | State of Illinois; therefore, be it
| ||||||
| 3 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 4 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 5 | CONCURRING HEREIN, that the Illinois Health Benefits Exchange | ||||||
| 6 | Legislative Study Committee shall study the utilization of a | ||||||
| 7 | health benefits exchange in order to provide retiree health | ||||||
| 8 | benefits for Medicare eligible former State employees; and be | ||||||
| 9 | it further
| ||||||
| 10 | RESOLVED, That the Illinois Health Benefits Exchange | ||||||
| 11 | Legislative Study Committee shall hold subject-matter hearings | ||||||
| 12 | and shall prepare a written report to be presented to members | ||||||
| 13 | of the General Assembly on or before December 31, 2012; and be | ||||||
| 14 | it further
| ||||||
| 15 | RESOLVED, That suitable copies of this resolution be | ||||||
| 16 | delivered to the members of the Illinois General Assembly, the | ||||||
| 17 | Governor of the State of Illinois, the Director of the Office | ||||||
| 18 | of Management and Budget, the Director of Health and Family | ||||||
| 19 | Services, and the Director of Central Management Services.
