Bill Title: Authorizes the State Treasurer to issue official commemorative medallions honoring the 100th anniversary of the ratification of the 19th Amendment to the United States Constitution. The State Treasurer shall contract for the production, marketing, distribution, and sale of the medallions.

2 | WHEREAS, The 19th Amendment to the United States | ||||||
3 | Constitution granted American women the right to vote, a right | ||||||
4 | known as women's suffrage, and was ratified on August 18, 1920; | ||||||
5 | and
| ||||||
6 | WHEREAS, In Illinois, women's suffrage movements began as | ||||||
7 | early as the 1860s; a statute was passed in 1873 giving women | ||||||
8 | the opportunity to run for any school office not created by the | ||||||
9 | Illinois Constitution; women were given the right to vote for | ||||||
10 | school officers in 1891; and

11 | WHEREAS, With the continued work of women's suffrage | ||||||
12 | organizations throughout Illinois led by prominent citizens, | ||||||
13 | including Jane Addams and Ida B. Wells-Barnett, women in | ||||||
14 | Illinois secured the right to vote; and
| ||||||
15 | WHEREAS, Governor Edward Dunne signed the suffrage bill | ||||||
16 | into law on June 26, 1913, giving women the right to vote for | ||||||
17 | President, as well as local officers; this action made Illinois | ||||||
18 | the first state east of the Mississippi River to give women the | ||||||
19 | right to vote for President; and

20 | WHEREAS, In May 1919, United States Representative James | ||||||
21 | Mann of Illinois sponsored the 19th Amendment to the United |

1 | States Constitution, the Susan B. Anthony Woman's Suffrage | ||||||
2 | Amendment, granting women the right to vote in all elections | ||||||
3 | nationwide; and
| ||||||
4 | WHEREAS, On June 4, 1919, the United States Congress passed | ||||||
5 | the Susan B. Anthony Amendment, giving women the full right to | ||||||
6 | vote; and
| ||||||
7 | WHEREAS, On June 10, 1919, the Illinois General Assembly | ||||||
8 | voted to make the Land of Lincoln one of the first three states | ||||||
9 | in the nation to ratify the 19th Amendment to the United States | ||||||
10 | Constitution; and
| ||||||
11 | WHEREAS, Illinois holds a significant and unique role in | ||||||
12 | the passage and ratification of the 19th Amendment to the | ||||||
13 | Constitution of the United States; and
| ||||||
14 | WHEREAS, It is in the public interest to ensure that this | ||||||
15 | occasion is properly celebrated throughout the State; and
| ||||||
16 | WHEREAS, The Commemorative Medallions Act (15 ILCS 555) | ||||||
17 | provides that the State Treasurer may issue medallions to | ||||||
18 | commemorate popular contemporaneous events of statewide | ||||||
19 | interest; therefore, be it

20 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |

1 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
2 | CONCURRING HEREIN, that the State Treasurer is authorized to | ||||||
3 | issue official commemorative medallions honoring the 100th | ||||||
4 | anniversary of the ratification of the 19th Amendment to the | ||||||
5 | United States Constitution; and be it further
| ||||||
6 | RESOLVED, That the State Treasurer shall contract for the | ||||||
7 | production, marketing, distribution, and sale of the | ||||||
8 | medallions; and be it further
| ||||||
9 | RESOLVED, That a suitable copy of this resolution be | ||||||
10 | delivered to State Treasurer Michael Frerichs.
