development of wind and solar generated electricity and
energy storage systems through various incentive programs.
(3) Wind and solar electric generating equipment and
energy storage systems have a limited economically
productive lifespan.
(4) At the end of life of a wind turbine, solar panel,
or energy storage system, there are a number of recyclable
components including various raw materials.
(5) The State should develop an end of life plan to
recycle the components of renewable energy generating
equipment and energy storage equipment to avoid pollution
and material waste.
Section 10. The Renewable Energy Component Recycling Task
Force.
(a) The Renewable Energy Component Recycling Task Force,
hereinafter referred to as the REC Recycling Task Force, is
hereby established.
