Bill Title: Amends the Board of Higher Education Act. Requires the Board of Higher Education to establish an online statewide direct admissions program to provide more high school seniors with the opportunity to obtain a postsecondary certificate or degree. Provides that the Board shall receive the grades of each high school student from district uploads to the Board. Provides that a student shall receive conditional acceptance to a public university or to a public community college based on his or her grade point average and college entrance examination scores relative to the benchmark grade point average and college entrance examination score set by the Board. Sets forth additional provisions of the program. Effective January 1, 2022.

Amends the Board of Higher Education Act. Requires the Board of Higher Education to establish an online statewide direct admissions program to provide more high school seniors with the opportunity to obtain a postsecondary certificate or degree. Provides that the Board shall receive the grades of each high school student from district uploads to the Board. 1 AN ACT concerning higher education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Board of Higher Education Act is amended by
5adding Section 9.39 as follows:
6 (110 ILCS 205/9.39 new)
7 Sec. 9.39. Direct admissions program.
8 (a) The Board of Higher Education shall create an online
9statewide direct admissions program to provide more high school
10seniors with the opportunity to obtain a postsecondary
11certificate or degree. The Board shall model the program after
12the Direct Admissions initiative in Idaho. The Board shall
13receive the grades of each high school student from school
14district uploads to the State Board of Education. The Board
15shall establish a benchmark grade point average and college
16entrance examination score to determine a student's admission
17eligibility. A student at or above the benchmark shall be
18conditionally admitted, pending the student's successful
19completion of high school, to the following public
20universities: University of Illinois, Southern Illinois
21University, Chicago State University, Eastern Illinois
22University, Governors State University, Illinois State
23University, Northeastern Illinois University, Northern

1Illinois University, Western Illinois University, or any other
2public university or college now or hereafter established or
3authorized by the General Assembly. A student who does not meet
4the benchmark grade point average and college entrance
5examination score shall be conditionally admitted, pending the
6student's successful completion of high school, to the public
7community college located in his or her district.
8 (b) A student and his or her family shall receive
9notification separately about the student's conditional
10acceptance. The notification shall encourage the student to
11research the academic, professional, technical, and vocational
12programs offered by the public universities and community
13colleges located in the State. The student must complete and
14submit a direct admissions application for admission to the
15institution or institutions of his or her choice. The student
16shall not be required to pay an application fee for admission
17to the institution or institutions to which he or she applies.
18Any application fee associated with the direct admissions
19application form shall be credited on the student's first
20tuition statement issued by the institution.
21 (c) The Board shall adopt any rules necessary to implement
22this program.
23 Section 99. Effective date. This Act takes effect January
