Bill Title: Amends the State Finance Act. Creates the Sons of American Legion Scholarship Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code. Provides for the issuance of Sons of the American Legion special license plates. Provides that an applicant shall be charged an additional fee of $15 at original issuance and an additional $10 upon renewal. Provides that $5 of the original issuance fee and renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $10 of the original issuance fee and $5 of the renewal fee shall be deposited into the Sons of American Legion Scholarship Fund. Provides all moneys in the Sons of the American Legion Scholarship Fund shall, subject to appropriation, be used for grants for scholarships for Illinois residents who are children of members of the Sons of the American Legion and who meet the academic, financial, and other requirements established by the Sons of the American Legion. Provides that all grants must be used at a college or university in Illinois.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
6 (30 ILCS 105/5.866 new)
7 Sec. 5.866. The Sons of the American Legion Scholarship
8Fund.
9 Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699.14 as follows:
11 (625 ILCS 5/3-699.14 new)
12 Sec. 3-699.14. Sons of the American Legion license plates.
13 (a) The Secretary, upon receipt of all applicable fees and
14applications made in the form prescribed by the Secretary of
15State, may issue special registration plates designated as Sons
16of the American Legion license plates. The special plates
17issued under this Section shall be affixed only to passenger
18vehicles of the first division or motor vehicles of the second
19division weighing not more than 8,000 lbs. Plates issued under
20this Section shall expire according to the multi-year procedure
21established by Section 3-414.1 of this Code.

1 (b) The design and color of the special plates shall be
2wholly within the discretion of the Secretary, except that the
3phrase "Sons of the American Legion", and the official Emblem
4of the Sons of the American Legion shall be on the plates. The
5Secretary may allow the plates to be issued as vanity plates or
6personalized plates under Section 3-405.1 of the Code.
7Appropriate documentation, as determined by the Secretary,
8shall accompany each application.
9 (c) A series of letters and numbers shall be reserved for
10special plates issued under this Section to past detachment
11commanders of the Sons of the American Legion. The series of
12letters and numbers reserved under this Section shall have the
13prefix of "PDC" and be followed by 2 numerals ranging from
1400-99 that designate the year that the past detachment
15commander last served. For example, "PDC 08" would identify the
16past detachment commander that last served during the year
172008. Certification by the detachment adjutant will be required
18in the form of a letter verifying service dates of the past
19detachment commander for issuance of the special plate.
20 (d) An applicant for the special plate shall be charged a
21$15 fee for original issuance in addition to the appropriate
22registration fee. Of this additional fee, $10 shall be
23deposited into the Sons of the American Legion Scholarship Fund
24and $5 shall be deposited into the Secretary of State Special
25License Plate Fund, to be used by the Secretary to help defray
26the administrative processing costs. For each registration

1renewal period, a $10 fee, in addition to the appropriate
2registration fee, shall be charged. Of this additional fee, $5
3shall be deposited into the Sons of the American Legion
4Scholarship Fund and $5 shall be deposited into the Secretary
5of State Special License Plate Fund.
6 (e) The Sons of the American Legion Scholarship Fund is
7created as a special fund in the State treasury. All moneys in
8the Sons of the American Legion Scholarship Fund shall be paid,
9subject to appropriation by the General Assembly and
10distribution by the Secretary, as grants for scholarships for
11higher education. The scholarship recipients must be the
12children of current or former members of the Sons of the
13American Legion who meet the academic, financial, and other
14requirements established by the Sons of the American Legion. In
15addition, the recipients must be residents of this State and
16must attend a college or university located within this State.
