Bill Title: Amends the Public Utilities Act. Provides that, beginning January 1, 2013, every electric utility and alternative retail electric supplier shall provide specified information related to the environment through an electronic medium, such as a website or by electronic mail, or through the U.S. Postal Service to its customers on a quarterly basis. Effective immediately.

1 AN ACT concerning utilities.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Utilities Act is amended by changing
5Section 16-127 as follows:
6 (220 ILCS 5/16-127)
7 Sec. 16-127. Environmental disclosure.
8 (a) Effective January 1, 2013 1999, every electric utility
9and alternative retail electric supplier shall provide the
10following information, to the maximum extent practicable, with
11its bills to its customers on a quarterly basis:
12 (i) the known sources of electricity supplied,
13 broken-out by percentages, of biomass power, coal-fired
14 power, hydro power, natural gas-fired power, nuclear
15 power, oil-fired power, solar power, wind power and other
16 resources, respectively;
17 (ii) a pie-chart that graphically depicts the
18 percentages of the sources of the electricity supplied as
19 set forth in subparagraph (i) of this subsection; and
20 (iii) a pie-chart that graphically depicts the
21 quantity of renewable energy resources procured pursuant
22 to Section 1-75 of the Illinois Power Agency Act as a
23 percentage of electricity supplied to serve eligible

1 retail customers as defined in Section 16-111.5(a) of this
2 Act.
3 (b) In addition, every electric utility and alternative
4retail electric supplier shall provide, to the maximum extent
5practicable, with its bills to its customers on a quarterly
6basis, a standardized chart in a format to be determined by the
7Commission in a rule following notice and hearings which
8provides the amounts of carbon dioxide, nitrogen oxides and
9sulfur dioxide emissions and nuclear waste attributable to the
10known sources of electricity supplied as set forth in
11subparagraph (i) of subsection (a) of this Section.
12 (c) The electric utilities and alternative retail electric
13suppliers may provide their customers with such other
14information as they believe relevant to the information
15required in subsections (a) and (b) of this Section. All of the
16information required in subsections (a) and (b) of this Section
17shall be made available by the electric utilities or
18alternative retail electric suppliers either in an electronic
19medium, such as on a website or by electronic mail, or through
20the U.S. Postal Service.
21 (d) For the purposes of subsection (a) of this Section,
22"biomass" means dedicated crops grown for energy production and
23organic wastes.
24 (e) All of the information provided in subsections (a) and
25(b) of this Section shall be presented to the Commission for
26inclusion in its World Wide Web Site.
