1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Board of Higher Education Act is amended by
5adding Section 9.07a as follows:
6 (110 ILCS 205/9.07a new)
7 Sec. 9.07a. Uniform admission process. The Board shall
8establish a uniform admission process online, which must be
9used at all public institutions of higher education. The goal
10of this uniform admission process program is to ensure that no
11matter which institution an applicant initially applies to, if
12that institution denies the applicant acceptance, then the
13applicant will be offered admission to another public
14institution of higher education. This admission process must
15include the following components:
16 (1) The Board shall create a uniform admission
17 application known as the "Universal App", to be accepted at
18 all public institutions of higher education. The Board
19 shall make the Universal App available online on the
20 Board's website. The Board shall inform all high schools in
21 this State of the availability of the Universal App online,
22 and high school personnel shall provide this information to
23 students and their parents or guardian. Each high school

1 shall allow a student, with the help of high school
2 personnel, to complete the Universal App during school
3 hours if the student's parent or guardian has not chosen to
4 opt the student out of using school hours for that purpose.
5 Universal App data must be sent to all public universities.
6 An applicant who is not offered admission to a public
7 university must be automatically referred to the community
8 college district where the applicant resides and provided
9 with enrollment information from that district.
10 (2) If a public institution of higher education accepts
11 a person for admission to the institution, the person shall
12 receive a letter of acceptance from the institution, which
13 shall set forth any grant or scholarship offers extended by
14 the institution at that time. However, nothing shall
15 prevent the institution from subsequently enhancing such
16 grant or scholarship offers to the person.
17 (3) The process must be integrated such that if an
18 applicant is not accepted for admission to the public
19 institution of higher education that he or she applied to,
20 then the Board shall forward his or her Universal App to
21 other public institutions of higher education whose
22 admission standards are reasonably in line with the
23 applicant's qualifications and who have programs and areas
24 of study that the applicant wishes to enroll in. However,
25 the Board, in so forwarding the Universal App to an
26 institution that matches the applicant's qualifications

1 and criteria, shall also ensure that it maximizes the
2 optimal efficiencies of each academic department of an
3 institution and each institution itself by forwarding the
4 Universal App to institutions with a goal of ensuring that
5 departments and institutions are operating with a critical
6 mass of students to operate efficiently. The Board shall
7 also forward the Universal App to the community college
8 district where the applicant resides.
9 (4) All admission decisions shall be made by each
10 public institution of higher education, not the Board.
11 Section 99. Effective date. This Act takes effect July 1,
