Bill Title: Creates the Consumer Contract Right to Know Act. Requires certain disclosures to be made by a person who utilizes standard form consumer contracts in the usual course of business. Provides that consumers must be given access to standard form consumer contracts before a sale to enable the consumer to comparison shop. Authorizes the Attorney General to enforce the Act. Provides remedies, including statutory damages. Applies to contracts initiated on or after the effective date of this Act. Effective immediately.

AMENDMENT TO SENATE BILL 3203
2 AMENDMENT NO. ______. Amend Senate Bill 3203 on page 2 by
3replacing line 8 with the following:
4 "Section 10. Scope and applicability.
5 (a) Unless disclosure is"; and
6on page 2 by replacing line 10 with the following:
7"all standard form consumer contracts except as provided in
8subsection (b).
9 (b) This Act does not apply to:
10 (1) a franchised cable operator or video provider in
11 this State that is subject to Article XXII of the Public
12 Utilities Act or to any agent of that cable operator or
13 video provider in relation to the provision, installation,
14 alteration, removal, repair, servicing, or maintenance of
15 any cable or video service system, equipment, or facility;

1 (2) a provider of telecommunications or interconnected
2 voice over internet protocol service in this State or to
3 any agent of that provider in relation to the provision,
4 installation, alteration, removal, repair, servicing, or
5 maintenance of any service, system, equipment, or facility
6 utilized in the provision of telecommunications or
7 interconnected voice over internet protocol service; or
8 (3) a provider of broadband services in this State or
9 to any agent of that provider in relation to the provision,
10 installation, alteration, removal, repair, servicing, or
11 maintenance of any service, system, equipment, or facility
12 utilized in the provision of broadband service.".
