Bill Title: Amends the Military Veterans Assistance Act. Provides that in counties with a population of over 3,000,000 residents, the superintendent chosen by the Veterans Assistance Commission of the county shall not take office until the superintendent has been approved by the president or chairman of the county board. Sets forth provisions concerning the selection and approval process. Provides that the superintendent shall work with the president or chairman of the county board, or another county employee designated by him or her, to set standards and to develop and implement appropriate programs to address the needs of veterans of that county. Provides that the president or chairman of the county board may seek grant funding and other funding from appropriate outside sources. Sets forth provisions concerning county fund records. Provides that employees of the Veterans Assistance Commission of a county shall be selected by the superintendent and the president or chairman of the county board. Provides that the superintendent and the president or chairman of the county board shall employ only those candidates who meet the hiring requirements of the county.

SYNOPSIS AS INTRODUCED:
330 ILCS 45/12 new

Amends the Military Veterans Assistance Act. Provides that in counties with a population of over 3,000,000 residents, the superintendent chosen by the Veterans Assistance Commission of the county shall not take office until the superintendent has been approved by the president or chairman of the county board. 1 AN ACT concerning veterans.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Military Veterans Assistance Act is amended
5by adding Section 12 as follows:
6 (330 ILCS 45/12 new)
7 Sec. 12. Counties with a population of over 3,000,000.
8 (a) Notwithstanding any language in this Act to the
9contrary, the provisions of this Section shall apply in
10counties with a population of over 3,000,000 residents.
11 (b) The superintendent chosen by the Veterans Assistance
12Commission of a county shall not take office until the
13superintendent has been approved by the president or chairman
14of the county board. The president or chairman of the county
15board shall decide on the appointment within 45 days after the
16Veterans Assistance Commission has provided notice to the
17president or chairman of the county board of its selection. If
18the president or chairman of the county board does not approve
19the Veterans Assistance Commission's selection of
20superintendent, then the Veterans Assistance Commission shall
21submit a new selection within 30 days after receiving the
22decision of the president or chairman of the county board. No
23superintendent shall take office until the president or

1chairman of the county board has formally approved the
2selection.
3 (c) The superintendent shall work with the president or
4chairman of the county board, or another county employee
5designated by him or her, to set standards and to develop and
6implement appropriate programs to address the needs of veterans
7of that county. The president or chairman of the county board
8may seek grant funding and other funding from appropriate
9outside sources in order to pay for the expansion of veterans
10assistance programs in that county.
11 (d) The superintendent shall keep records of all county
12funds expended and shall provide all records upon request. In
13the event that grant funding is secured, the superintendent and
14the president or chairman of the county board shall work
15together to provide the necessary data about appropriate grant
16expenditures.
17 (e) Employees of the Veterans Assistance Commission of a
18county shall be selected by the superintendent and the
19president or chairman of the county board. The superintendent
20and the president or chairman of the county board shall employ
21only those candidates who meet the hiring requirements of the
22county, including those requirements implemented because of
23court orders.
