Bill Title: Amends the Special Service Area Tax Law in the Property Tax Code. Provides that the corporate authorities of a county or a municipality may establish a green special service area. Provides that those green special service areas shall include only property for which each owner of record has executed a contract or agreement with the county or municipality consenting to the inclusion of the property within the green special service area. Provides that counties and municipalities may levy property taxes in connection with green special service areas. Provides that counties and municipalities may issue bonds in connection with green special service areas and may sell, assign, or pledge those bonds to the Illinois Finance Authority. Amends the Counties Code and the Illinois Municipal Code to provide that each county or municipality shall have the power and authority to engage in specified activities that relate to green special service areas. Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority has the power to purchase special service area bonds and to accept assignments or pledges, or both, of special service area bonds or agreements relating to green special service area projects. Effective immediately.

3 | everything after the enacting clause with the following:

4 | "Section 5. The Property Tax Code is amended by changing | ||||||
5 | Section 27-5 as follows:

7 | Sec. 27-5. Short title; definitions. This Article may be | ||||||
8 | cited as the
the
Special Service Area Tax Law. | ||||||
9 | When used in this Article:
| ||||||
10 | "Special Service Area" means a contiguous area within a | ||||||
11 | municipality
or county in which special governmental services | ||||||
12 | are provided in
addition to those services provided generally | ||||||
13 | throughout the
municipality or county, the cost of the special | ||||||
14 | services to be paid
from revenues collected from taxes levied | ||||||
15 | or imposed upon property
within that area. Territory shall be | ||||||
16 | considered contiguous for purposes
of this Article even though |

1 | certain completely surrounded portions of the
territory are | ||||||
2 | excluded from the special service area. A county may create
a | ||||||
3 | special service area within a municipality or municipalities | ||||||
4 | when the
municipality or municipalities consent to the creation | ||||||
5 | of the special
service area. A municipality may create a | ||||||
6 | special service area within a
municipality and the | ||||||
7 | unincorporated area of a county or within another
municipality | ||||||
8 | when the county or other municipality consents to the creation
| ||||||
9 | of the special service area.

10 | "Special Services" means all forms of services pertaining | ||||||
11 | to the
government and affairs of the municipality or county, | ||||||
12 | including
but not limited to weather modification and | ||||||
13 | improvements permissible under
Article 9 of the Illinois | ||||||
14 | Municipal Code, and contracts for the supply of
water as | ||||||
15 | described in Section 11-124-1 of the Illinois Municipal Code | ||||||
16 | which
may be entered into by the municipality or by the county | ||||||
17 | on behalf of a
county service area.
