AN ACT concerning civil law.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 1. Short title. This Act may be cited as the
Tenants' Freedom From Compulsory Signage Act.
Section 5. Definitions. As used in this Act:
"Flag" means any fabric intended to convey a message.
"Landlord" means any owner, lessor, or landlord, or legal
representative or agent of an owner, lessor, or landlord, or a
housing authority or a housing subsidy program administrator,
or agent of a housing authority or a housing subsidy program
administrator.
"Paraphernalia" means any item intended to convey a
message.
"Residential area" means the private area or rooms in
which the tenant resides, excluding any common or public
spaces.
"Sign" means any image intended to convey a message.
"Tenant" means any tenant, lessee, or occupant of any
building, any apartment in a building, any dwelling unit, any
trailer or mobile manufactured home, or any land upon which a
trailer or mobile manufactured home is used or stands.

Section 10. Compulsory signage. A landlord is prohibited
from compelling a tenant to display any sign, flag, or other
paraphernalia in or on the tenant's residential area. This
does not include common areas and public spaces.
Section 15. Penalty. A court may award equitable relief
for a violation of this Act, including, but not limited to, an
injunction, costs, and any other relief the court deems
proper.
