1 AN ACT concerning civil law.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5Tenants' Freedom From Compulsory Signage Act.
6 Section 5. Definitions. As used in this Act:
7 "Flag" means any fabric intended to convey a message.
8 "Landlord" means any owner, lessor, or landlord, or legal
9representative or agent of an owner, lessor, or landlord, or a
10housing authority or a housing subsidy program administrator,
11or agent of a housing authority or a housing subsidy program
12administrator.
13 "Paraphernalia" means any item intended to convey a
14message.
15 "Residential area" means the private area or rooms in
16which the tenant resides, excluding any common or public
17spaces.
18 "Sign" means any image intended to convey a message.
19 "Tenant" means any tenant, lessee, or occupant of any
20building, any apartment in a building, any dwelling unit, any
21trailer or mobile manufactured home, or any land upon which a
22trailer or mobile manufactured home is used or stands.

1 Section 10. Compulsory signage. A landlord is prohibited
2from compelling a tenant to display any sign, flag, or other
3paraphernalia in or on the tenant's residential area. This
4does not include common areas and public spaces.
5 Section 15. Penalty. A court may award equitable relief
6for a violation of this Act, including, but not limited to, an
7injunction, costs, and any other relief the court deems
8proper.
