Bill Title: Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that a mortality review team shall review a youth death as soon as practicable and not later than within 60 (rather than 90) days after a law enforcement agency's completion of its investigation if the death is the result of alleged or suspected criminal activity. Provides that if there has been no investigation by a law enforcement agency, the mortality review team shall review a youth's death within 60 (rather than 90) days after obtaining the information necessary to complete the review from the coroner, pathologist, medical examiner, or law enforcement agency, depending on the nature of the case. Provides that within 60 (rather than 90) days after the Director of Juvenile Justice submits a reply with respect to a recommendation concerning the prevention of deaths of youth in the Department of Juvenile Justice's custody, the Director must submit an additional report to the chairperson of the team that sets forth in detail the way, if any, in which the Director will implement the recommendation and the schedule for implementing the recommendation. Provides that within 120 (rather than 180) days after the Director submits a reply concerning the implementation of a team's recommendation, the Director shall submit a further report to the chairperson of the team that made the recommendation and to the Executive Inspector General.

AMENDMENT TO SENATE BILL 2992
2 AMENDMENT NO. ______. Amend Senate Bill 2992 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Personnel Code is amended by changing
5Section 4d as follows:
6 (20 ILCS 415/4d) (from Ch. 127, par. 63b104d)
7 Sec. 4d. Partial exemptions. The following positions in
8State service are exempt from jurisdictions A, B, and C to the
9extent stated for each, unless those jurisdictions are extended
10as provided in this Act:
11 (1) In each department, board or commission that now
12 maintains or may hereafter maintain a major administrative
13 division, service or office in both Sangamon County and
14 Cook County, 2 private secretaries for the director or
15 chairman thereof, one located in the Cook County office and
16 the other located in the Sangamon County office, shall be

1 exempt from jurisdiction B; in all other departments,
2 boards and commissions one private secretary for the
3 director or chairman thereof shall be exempt from
4 jurisdiction B. In all departments, boards and commissions
5 one confidential assistant for the director or chairman
6 thereof shall be exempt from jurisdiction B. This paragraph
7 is subject to such modifications or waiver of the
8 exemptions as may be necessary to assure the continuity of
9 federal contributions in those agencies supported in whole
10 or in part by federal funds.
11 (2) The resident administrative head of each State
12 charitable, penal and correctional institution, the
13 chaplains thereof, and all member, patient and inmate
14 employees are exempt from jurisdiction B.
15 (3) The Civil Service Commission, upon written
16 recommendation of the Director of Central Management
17 Services, shall exempt from jurisdiction B other positions
18 which, in the judgment of the Commission, involve either
19 principal administrative responsibility for the
20 determination of policy or principal administrative
21 responsibility for the way in which policies are carried
22 out, except positions in agencies which receive federal
23 funds if such exemption is inconsistent with federal
24 requirements, and except positions in agencies supported
25 in whole by federal funds.
26 (4) All beauticians and teachers of beauty culture and

1 teachers of barbering, and all positions heretofore paid
2 under Section 1.22 of "An Act to standardize position
3 titles and salary rates", approved June 30, 1943, as
4 amended, shall be exempt from jurisdiction B.
5 (5) Licensed attorneys in positions as legal or
6 technical advisors, positions in the Department of Natural
7 Resources requiring incumbents to be either a registered
8 professional engineer or to hold a bachelor's degree in
9 engineering from a recognized college or university,
10 licensed physicians in positions of medical administrator
11 or physician or physician specialist (including
12 psychiatrists), all positions within the Department of
13 Juvenile Justice requiring licensure by the State Board of
14 Education under Article 21B of the School Code, and
15 registered nurses (except those registered nurses employed
16 by the Department of Public Health), except those in
17 positions in agencies which receive federal funds if such
18 exemption is inconsistent with federal requirements and
19 except those in positions in agencies supported in whole by
20 federal funds, are exempt from jurisdiction B only to the
21 extent that the requirements of Section 8b.1, 8b.3 and 8b.5
22 of this Code need not be met.
23 (6) All positions established outside the geographical
24 limits of the State of Illinois to which appointments of
25 other than Illinois citizens may be made are exempt from
26 jurisdiction B.

1 (7) Staff attorneys reporting directly to individual
2 Commissioners of the Illinois Workers' Compensation
3 Commission are exempt from jurisdiction B.
4 (8) Twenty-one senior public service administrator
5 positions within the Department of Healthcare and Family
6 Services, as set forth in this paragraph (8), requiring the
7 specific knowledge of healthcare administration,
8 healthcare finance, healthcare data analytics, or
9 information technology described are exempt from
10 jurisdiction B only to the extent that the requirements of
11 Sections 8b.1, 8b.3, and 8b.5 of this Code need not be met.
12 The General Assembly finds that these positions are all
13 senior policy makers and have spokesperson authority for
14 the Director of the Department of Healthcare and Family
15 Services. When filling positions so designated, the
16 Director of Healthcare and Family Services shall cause a
17 position description to be published which allots points to
18 various qualifications desired. After scoring qualified
19 applications, the Director shall add Veteran's Preference
20 points as enumerated in Section 8b.7 of this Code. The
21 following are the minimum qualifications for the senior
22 public service administrator positions provided for in
23 this paragraph (8):
24 (A) HEALTHCARE ADMINISTRATION.
25 Medical Director: Licensed Medical Doctor in
26 good standing; experience in healthcare payment

1 systems, pay for performance initiatives, medical
2 necessity criteria or federal or State quality
3 improvement programs; preferred experience serving
4 Medicaid patients or experience in population
5 health programs with a large provider, health
6 insurer, government agency, or research
7 institution.
8 Chief, Bureau of Quality Management: Advanced
9 degree in health policy or health professional
10 field preferred; at least 3 years experience in
11 implementing or managing healthcare quality
12 improvement initiatives in a clinical setting.
13 Quality Management Bureau: Manager, Care
14 Coordination/Managed Care Quality: Clinical degree
15 or advanced degree in relevant field required;
16 experience in the field of managed care quality
17 improvement, with knowledge of HEDIS measurements,
18 coding, and related data definitions.
19 Quality Management Bureau: Manager, Primary
20 Care Provider Quality and Practice Development:
21 Clinical degree or advanced degree in relevant
22 field required; experience in practice
23 administration in the primary care setting with a
24 provider or a provider association or an
25 accrediting body; knowledge of practice standards
26 for medical homes and best evidence based

1 standards of care for primary care.
2 Director of Care Coordination Contracts and
3 Compliance: Bachelor's degree required; multi-year
4 experience in negotiating managed care contracts,
5 preferably on behalf of a payer; experience with
6 health care contract compliance.
7 Manager, Long Term Care Policy: Bachelor's
8 degree required; social work, gerontology, or
9 social service degree preferred; knowledge of
10 Olmstead and other relevant court decisions
11 required; experience working with diverse long
12 term care populations and service systems, federal
13 initiatives to create long term care community
14 options, and home and community-based waiver
15 services required. The General Assembly finds that
16 this position is necessary for the timely and
17 effective implementation of this amendatory Act of
18 the 97th General Assembly.
19 Manager, Behavioral Health Programs: Clinical
20 license or Advanced degree required, preferably in
21 psychology, social work, or relevant field;
22 knowledge of medical necessity criteria and
23 governmental policies and regulations governing
24 the provision of mental health services to
25 Medicaid populations, including children and
26 adults, in community and institutional settings of

1 care. The General Assembly finds that this
2 position is necessary for the timely and effective
3 implementation of this amendatory Act of the 97th
4 General Assembly.
5 Manager, Office of Accountable Care Entity
6 Development: Bachelor's degree required, clinical
7 degree or advanced degree in relevant field
8 preferred; experience in developing integrated
9 delivery systems, including knowledge of health
10 homes and evidence-based standards of care
11 delivery; multi-year experience in health care or
12 public health management; knowledge of federal ACO
13 or other similar delivery system requirements and
14 strategies for improving health care delivery.
15 Manager of Federal Regulatory Compliance:
16 Bachelor's degree required, advanced degree
17 preferred, in healthcare management or relevant
18 field; experience in healthcare administration or
19 Medicaid State Plan amendments preferred;
20 experience interpreting federal rules; experience
21 with either federal health care agency or with a
22 State agency in working with federal regulations.
23 Manager, Office of Medical Project Management:
24 Bachelor's degree required, project management
25 certification preferred; multi-year experience in
26 project management and developing business analyst

1 skills; leadership skills to manage multiple and
2 complex projects.
3 Manager of Medicare/Medicaid Coordination:
4 Bachelor's degree required, knowledge and
5 experience with Medicare Advantage rules and
6 regulations, knowledge of Medicaid laws and
7 policies; experience with contract drafting
8 preferred.
9 Chief, Bureau of Eligibility Integrity:
10 Bachelor's degree required, advanced degree in
11 public administration or business administration
12 preferred; experience equivalent to 4 years of
13 administration in a public or business
14 organization required; experience with managing
15 contract compliance required; knowledge of
16 Medicaid eligibility laws and policy preferred;
17 supervisory experience preferred. The General
18 Assembly finds that this position is necessary for
19 the timely and effective implementation of this
20 amendatory Act of the 97th General Assembly.
21 (B) HEALTHCARE FINANCE.
22 Director of Care Coordination Rate and
23 Finance: MBA, CPA, or Actuarial degree required;
24 experience in managed care rate setting,
25 including, but not limited to, baseline costs and
26 growth trends; knowledge and experience with

1 Medical Loss Ratio standards and measurements.
2 Director of Encounter Data Program: Bachelor's
3 degree required, advanced degree preferred,
4 preferably in health care, business, or
5 information systems; at least 2 years healthcare
6 or other similar data reporting experience,
7 including, but not limited to, data definitions,
8 submission, and editing; background in HIPAA
9 transactions relevant to encounter data
10 submission; experience with large provider, health
11 insurer, government agency, or research
12 institution or other knowledge of healthcare
13 claims systems.
14 Manager of Medical Finance, Division of
15 Finance: Requires relevant advanced degree or
16 certification in relevant field, such as Certified
17 Public Accountant; coursework in business or
18 public administration, accounting, finance, data
19 analysis, or statistics preferred; experience in
20 control systems and GAAP; financial management
21 experience in a healthcare or government entity
22 utilizing Medicaid funding.
23 (C) HEALTHCARE DATA ANALYTICS.
24 Data Quality Assurance Manager: Bachelor's
25 degree required, advanced degree preferred,
26 preferably in business, information systems, or

1 epidemiology; at least 3 years of extensive
2 healthcare data reporting experience with a large
3 provider, health insurer, government agency, or
4 research institution; previous data quality
5 assurance role or formal data quality assurance
6 training.
7 Data Analytics Unit Manager: Bachelor's degree
8 required, advanced degree preferred, in
9 information systems, applied mathematics, or
10 another field with a strong analytics component;
11 extensive healthcare data reporting experience
12 with a large provider, health insurer, government
13 agency, or research institution; experience as a
14 business analyst interfacing between business and
15 information technology departments; in-depth
16 knowledge of health insurance coding and evolving
17 healthcare quality metrics; working knowledge of
18 SQL and/or SAS.
19 Data Analytics Platform Manager: Bachelor's
20 degree required, advanced degree preferred,
21 preferably in business or information systems;
22 extensive healthcare data reporting experience
23 with a large provider, health insurer, government
24 agency, or research institution; previous
25 experience working on a health insurance data
26 analytics platform; experience managing contracts

1 and vendors preferred.
2 (D) HEALTHCARE INFORMATION TECHNOLOGY.
3 Manager of MMIS Claims Unit: Bachelor's degree
4 required, with preferred coursework in business,
5 public administration, information systems;
6 experience equivalent to 4 years of administration
7 in a public or business organization; working
8 knowledge with design and implementation of
9 technical solutions to medical claims payment
10 systems; extensive technical writing experience,
11 including, but not limited to, the development of
12 RFPs, APDs, feasibility studies, and related
13 documents; thorough knowledge of IT system design,
14 commercial off the shelf software packages and
15 hardware components.
16 Assistant Bureau Chief, Office of Information
17 Systems: Bachelor's degree required, with
18 preferred coursework in business, public
19 administration, information systems; experience
20 equivalent to 5 years of administration in a public
21 or private business organization; extensive
22 technical writing experience, including, but not
23 limited to, the development of RFPs, APDs,
24 feasibility studies and related documents;
25 extensive healthcare technology experience with a
26 large provider, health insurer, government agency,

1 or research institution; experience as a business
2 analyst interfacing between business and
3 information technology departments; thorough
4 knowledge of IT system design, commercial off the
5 shelf software packages and hardware components.
6 Technical System Architect: Bachelor's degree
7 required, with preferred coursework in computer
8 science or information technology; prior
9 experience equivalent to 5 years of computer
10 science or IT administration in a public or
11 business organization; extensive healthcare
12 technology experience with a large provider,
13 health insurer, government agency, or research
14 institution; experience as a business analyst
15 interfacing between business and information
16 technology departments.
17 The provisions of this paragraph (8), other than this
18 sentence, are inoperative after January 1, 2014.
