Bill Title: Amends the Illinois Vehicle Code. Provides that except for a municipality with 1,000,000 or more inhabitants, a unit of local government may not impose a fee for a permit in excess of the fees provided for in the Article of the Code concerning permits for excess size and weight. Limits home rule powers.

AN ACT concerning transportation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Vehicle Code is amended by adding
Section 15-315.5 as follows:
(625 ILCS 5/15-315.5 new)
Sec. 15-315.5. Permit fee limits. Except for a municipality
with 1,000,000 or more inhabitants, a unit of local government
may not impose a fee for a permit in excess of the fees
provided for in this Article. This Section is a limitation
under subsection (i) of Section 6 of Article VII of the
Illinois Constitution on the concurrent exercise by home rule
units of powers and functions exercised by the State.
