Bill Title: Amends the Illinois Vehicle Code. Provides that beginning with the 2020 registration year, the Secretary of State shall offer to each owner of a motor vehicle of the first division or motor vehicle of the second division weighing no more than 8,000 pounds a registration period based on a one calendar year or 2 calendar year basis. Provides that the Secretary shall offer to each owner of a motor vehicle of the first division that is a new vehicle or motor vehicle of the second division weighing no more than 8,000 pounds that is a new vehicle a registration period based on a one calendar year, 2 calendar year, or 5 calendar year basis. Provides that the owner of the motor vehicle shall pay the required registration fee under the Code that shall, if applicable, be increased to reflect the registration year period chosen by the motor vehicle owner.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by changing
5Section 8-102 and by adding Section 3-414.5 as follows:
6 (625 ILCS 5/3-414.5 new)
7 Sec. 3-414.5. Multi-year registration.
8 (a) The Secretary of State shall permit the owner of a
9motor vehicle of the first division or a motor vehicle of the
10second division weighing not more than 8,000 pounds or a motor
11vehicle of the second division applying for a C class
12registration plate to register the motor vehicle for a period
13of 2 years if the owner selects to register his or her motor
14vehicle under this Section.
15 (1) If the motor vehicle to be registered is required
16 to undergo emissions inspections, the 2-year registration
17 must coincide with the emissions inspection cycle. If the
18 technology is available, the Secretary shall provide
19 notice to a motorist of his or her emissions cycle and the
20 type of registration he or she is eligible for.
21 (2) An applicant for a 2-year registration shall apply
22 online or by completing and mailing the appropriate 2-year
23 registration application form to the address indicated on

1 the form.
2 (3) The owner of a motor vehicle with a 2-year
3 registration may transfer that registration to another
4 motor vehicle with the same emissions inspection
5 requirements, if applicable. The owner of a motor vehicle
6 with a 2-year registration who discontinues use of the
7 registration before the expiration of the 2-year period is
8 not entitled to a complete or a prorated refund of the
9 registration fee.
10 (4) The fee for a 2-year registration shall be twice
11 the applicable annual registration fee for the motor
12 vehicle being registered. If the owner of a motor vehicle
13 issued registration under this subsection is subject to an
14 annual surcharge under Section 3-806 or 3-815, the
15 Secretary of State shall collect the surcharge for each
16 registration year of the multi-year registration at the
17 same time the Secretary of State collects the one-time
18 registration fee.
19 (b) The Secretary of State shall permit the owner of a
20trailer to register the trailer for a period of either one year
21or up to an extended 5-year registration period.
22 (1) The registration shall be based on a recurring
23 5-year registration period. The trailer owner may apply for
24 an annual registration, registration for the full 5 years,
25 or for the number of years remaining in the current 5-year
26 cycle at the time of the registration application.

1 (2) An applicant for a 5-year trailer registration
2 shall apply online or by completing and mailing the
3 appropriate 5-year registration application form to the
4 address indicated on the form.
5 (3) The owner of a trailer with a 5-year registration
6 may transfer that registration to another trailer of the
7 same weight class. The owner of a trailer with a 5-year
8 registration who discontinues use of the registration
9 before the expiration of the 5-year period is not entitled
10 to a complete or a prorated refund of the registration fee.
11 (4) The fee for a 5-year registration shall be the same
12 as the applicable annual registration fee for the trailer
13 being registered multiplied by the number of years
14 remaining in the current 5-year cycle at the time of the
15 registration application.
16 (c) The Secretary of State may adopt rules to implement
17this Section.

19 Sec. 8-102. Alternate methods of giving proof.
20 (a) Except as provided in subsection (b), proof Proof of
21financial responsibility, when required under Section 8-101 or
228-101.1, may be given by filing with the Secretary of State one
23of the following:
24 1. A bond as provided in Section 8-103;
25 2. An insurance policy or other proof of insurance in a

1 form to be prescribed by the Secretary as provided in
2 Section 8-108;
3 3. A certificate of self-insurance issued by the
4 Director;
5 4. A certificate of self-insurance issued to the
6 Regional Transportation Authority by the Director naming
7 municipal or non-municipal public carriers included
8 therein;
9 5. A certificate of coverage issued by an
10 intergovernmental risk management association evidencing
11 coverages which meet or exceed the amounts required under
12 this Code.
13 (b) Beginning January 1, 2020, in lieu of filing the
14documents required by subsection (a), each owner of a vehicle
15required to obtain minimum liability insurance under Section
168-101 or 8-101.1 shall attest that the vehicle is insured in at
17least the minimum required amount.
18 (1) The Secretary shall create a form on which the
19 vehicle owner shall attest that the vehicle is insured in
20 at least the minimum required amount. The attestation form
21 shall be submitted with each registration application.
22 (2) The attestation form shall be valid for the full
23 registration period; however, if at any time the Secretary
24 has reason to believe that the owner does not have the
25 minimum required amount of insurance for a vehicle, the
26 Secretary may require the owner to file with the Secretary

1 documentation as set forth in subsection (a) of this
2 Section.
3 (3) If the owner fails to provide the required
4 documentation within 7 calendar days after the request is
5 made, the Secretary may suspend the vehicle registration.
6 The registration shall remain suspended until such time as
7 the required documentation is provided to and reviewed by
8 the Secretary.
9 (4) The owner of a vehicle that is self-insured shall
10 attest that the funds available to pay liability claims
11 related to the operation of the vehicle are equivalent to
12 or greater than the minimum liability insurance
13 requirements under Section 8-101 or 8-101.1.
14 (c) The Secretary of State may adopt rules to implement
15this Section.
