1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Finance Act is amended by changing
5Section 6z-30 as follows:
6 (30 ILCS 105/6z-30)
7 Sec. 6z-30. University of Illinois Hospital Services Fund.
8 (a) The University of Illinois Hospital Services Fund is
9created as a special fund in the State Treasury. The following
10moneys shall be deposited into the Fund:
11 (1) (Blank). As soon as possible after the beginning of
12 fiscal year 2010, and in no event later than July 30, the
13 State Comptroller and the State Treasurer shall
14 automatically transfer $30,000,000 from the General
15 Revenue Fund to the University of Illinois Hospital
16 Services Fund.
17 (1.5) (Blank). Starting in fiscal year 2011, as soon as
18 possible after the beginning of each fiscal year, and in no
19 event later than July 30, the State Comptroller and the
20 State Treasurer shall automatically transfer $45,000,000
21 from the General Revenue Fund to the University of Illinois
22 Hospital Services Fund; except that, in fiscal year 2012
23 only, the State Comptroller and the State Treasurer shall

1 transfer $90,000,000 from the General Revenue Fund to the
2 University of Illinois Hospital Services Fund under this
3 paragraph, and, in fiscal year 2013 only, the State
4 Comptroller and the State Treasurer shall transfer no
5 amounts from the General Revenue Fund to the University of
6 Illinois Hospital Services Fund under this paragraph.
7 (2) All intergovernmental transfer payments to the
8 Department of Healthcare and Family Services by the
9 University of Illinois made pursuant to an
10 intergovernmental agreement under subsection (b) or (c) of
11 Section 5A-3 of the Illinois Public Aid Code.
12 (3) All federal matching funds received by the
13 Department of Healthcare and Family Services (formerly
14 Illinois Department of Public Aid) as a result of
15 expenditures made by the Department that are attributable
16 to moneys that were deposited in the Fund.
17 (4) All other moneys received for the Fund from any
18 other source, including interest earned thereon.
19 (b) Moneys in the fund may be used by the Department of
20Healthcare and Family Services, subject to appropriation and to
21an interagency agreement between that Department and the Board
22of Trustees of the University of Illinois, to reimburse the
23University of Illinois Hospital for hospital and pharmacy
24services, to reimburse practitioners who are employed by the
25University of Illinois, to reimburse other health care
26facilities and health plans operated by the University of

1Illinois, and to pass through to the University of Illinois
2federal financial participation earned by the State as a result
3of expenditures made by the University of Illinois.
