Bill Title: Amends the Downstate Teachers and State Universities Articles of the Illinois Pension Code. Extends, by 5 years, the period during which certain types of salary increases may be excluded from the calculation of a 6% salary increase above which employees must make additional contributions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
