Bill Title: Amends the Veterinary Medicine and Surgery Practice Act of 2004. Provides that a person holding the degree of Doctor of Veterinary Medicine, or its equivalent, from an accredited college of veterinary medicine, and who has applied in writing to the Department for a license to practice veterinary medicine and surgery in any of its branches, and who has fulfilled the qualification requirements of the Act, with the exception of receipt of notification of his or her examination results, may practice under the direct supervision of a veterinarian who is licensed in the State, until: (1) the applicant has been notified of the results of the examination authorized by the Department; or (2) the applicant has withdrawn his or her application (now, such person may receive, at the discretion of the Department, a temporary permit to practice under the direct supervision of a veterinarian who is licensed in the State). Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Veterinary Medicine and Surgery Practice Act | |||||||||||||||||||
5 | of 2004 is amended by changing Section 11 as follows:

8 | Sec. 11. Temporary permits. A person holding the degree of | |||||||||||||||||||
9 | Doctor of
Veterinary Medicine, or its equivalent, from an | |||||||||||||||||||
10 | accredited college of
veterinary medicine,
and who has applied | |||||||||||||||||||
11 | in writing to the Department for a license to practice
| |||||||||||||||||||
12 | veterinary medicine and surgery in any of its branches, and who | |||||||||||||||||||
13 | has fulfilled
the requirements of Section 8 of this Act, with | |||||||||||||||||||
14 | the exception of receipt of
notification of his or her | |||||||||||||||||||
15 | examination results, may receive, at the discretion
of the | |||||||||||||||||||
16 | Department, a temporary permit to practice under the direct
| |||||||||||||||||||
17 | supervision of a veterinarian who is licensed in this State,
| |||||||||||||||||||
18 | until: (1) the applicant has been notified of the results of | |||||||||||||||||||
19 | the examination
authorized by the Department; or (2) the | |||||||||||||||||||
20 | applicant has withdrawn his or her
application.

21 | A temporary permit may be issued by the Department to a | |||||||||||||||||||
22 | person who is a
veterinarian licensed under the laws of another | |||||||||||||||||||
23 | state, a territory of the
United States, or a foreign country, |

1 | upon application in writing to the
Department for a license | ||||||
2 | under this Act if he or she is qualified
to receive a
license | ||||||
3 | and until: (1) the expiration of 6 months after the filing of | ||||||
4 | the
written application, (2) the withdrawal of the application | ||||||
5 | or (3) the denial of
the application by the Department.
| ||||||
6 | A temporary permit issued under this Section shall not be | ||||||
7 | extended
or renewed. The holder of a temporary permit shall | ||||||
8 | perform only those acts
that may be prescribed by and | ||||||
9 | incidental to his or her employment and that act
shall be | ||||||
10 | performed under the direction of a supervising veterinarian who | ||||||
11 | is licensed in this State. The holder of the
temporary permit | ||||||
12 | shall not be entitled to otherwise engage in the
practice of
| ||||||
13 | veterinary medicine until fully licensed in this State.
| ||||||
14 | Upon the revocation of a temporary permit, the Department | ||||||
15 | shall
immediately notify, by certified mail, the supervising
| ||||||
16 | veterinarian employing the holder
of a temporary permit and the | ||||||
17 | holder of the permit. A temporary permit
shall be revoked by | ||||||
18 | the Department upon proof that the holder of the permit has
| ||||||
19 | engaged in the practice of veterinary medicine in this State | ||||||
20 | outside his or
her employment under a licensed veterinarian.

22 | Section 99. Effective date. This Act takes effect upon | ||||||
23 | becoming law.
