Bill Title: Amends the Illinois Torture Inquiry and Relief Commission Act. Provides that the powers and duties of the Illinois Torture Inquiry and Relief Commission include conducting inquiries into claims of torture (rather than "inquiries into claims of torture, with priority to be given to those cases in which the convicted person is currently incarcerated solely for the crime to which he or she claims torture by Jon Burge or officers under his command, or both").

775 ILCS 40/35

Amends the Illinois Torture Inquiry and Relief Commission Act. Provides that the powers and duties of the Illinois Torture Inquiry and Relief Commission include conducting inquiries into claims of torture (rather than "inquiries into claims of torture, with priority to be given to those cases in which the convicted person is currently incarcerated solely for the crime to which he or she claims torture by Jon Burge or officers under his command, or both").

1 AN ACT concerning human rights.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Torture Inquiry and Relief
5Commission Act is amended by changing Section 35 as follows:
6 (775 ILCS 40/35)
7 Sec. 35. Duties. The Commission shall have the following
8duties and powers:
9 (1) To establish the criteria and screening process to
10 be used to determine which cases shall be accepted for
11 review.
12 (2) To conduct inquiries into claims of torture with
13 priority to be given to those cases in which the convicted
14 person is currently incarcerated solely for the crime to
15 which he or she claims torture by Jon Burge or officers
16 under his command, or both.
17 (3) To coordinate the investigation of cases accepted
18 for review.
19 (4) To maintain records for all case investigations.
20 (5) To prepare written reports outlining Commission
21 investigations and recommendations to the trial court at
22 the completion of each inquiry.
23 (6) To apply for and accept any funds that may become

1 available for the Commission's work from government
2 grants, private gifts, donations, or bequests from any
3 source.
