Bill Title: Amends the Illinois Vehicle Code. Provides that auxiliary lighting on a motorcycle may not emit blue (rather than red or blue) lights. Provides that a motorcycle may be equipped with 2 forward facing electric turn signals mounted on or near the handlebar grip assembly, or on the front fork assembly, or front fender shroud. Requires that lamps shall be mounted on the same level and as widely spaced laterally as practicable, and when signaling, shall emit a white or amber light. Provides that a motorcycle may be equipped with 2 forward facing electric driving lights which display a steady-on white or amber light. Provides that the lights may be in addition to but not in lieu of the required lamps on motorcycles required under the Code. Provides that the driving lights may by the same lamp housing shall only be actuated to a flashing signal to comply with the requirements of other provisions under the Code.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5changing Section 12-218 and by adding Section 12-218.5 as
6follows:
7 (625 ILCS 5/12-218)
8 Sec. 12-218. Auxiliary accent lighting on motorcycles.
9 (a) A motorcycle registered in this State may be equipped
10with, and a person operating the motorcycle may use, standard
11bulb running lights or light-emitting diode (L.E.D.) pods and
12strips as auxiliary lighting with the intent of protecting the
13driver.
14 (b) Auxiliary lighting authorized under subsection (a) of
15this Section:
16 (1) shall not project a beam of light of an intensity
17 greater than 25 candlepower or its equivalent from a
18 single lamp or single light-emitting diode (L.E.D.);
19 (2) shall not be directed horizontally;
20 (3) shall be so directed that no part of the beam will
21 strike the level of the surface on which the motorcycle
22 stands at a distance of more than 10 feet from the
23 motorcycle;

1 (4) shall be directed towards the ground;
2 (5) shall not emit red or blue light, but may emit red
3 light only while the stop lamp on the motorcycle is
4 illuminated and motorcycle is in the course of braking;
5 (6) shall not be:
6 (A) blinking;
7 (B) flashing;
8 (C) oscillating; or
9 (D) rotating; and
10 (7) shall not be attached to the wheels of the
11 motorcycle.

15 (a) A motorcycle may be equipped with 2 forward facing
16electric turn signals mounted on or near the handlebar grip
17assembly, or on the front fork assembly, or front fender
18shroud. The lamps shall be mounted on the same level and as
19widely spaced laterally as practicable, and when signaling,
20shall emit a white or amber light.
21 (b) A motorcycle may be equipped with 2 forward facing
22electric driving lights which display a steady-on white or
23amber light. These lights may be in addition to but not in lieu
24of the required lamps on motorcycles under Section 12-201 and
25may be used either when the provisions of Section 12-201 are

1required or not required. The driving lights under this
2subsection (b) may by the same lamp housing specified under
3subsection (a) which shall only be actuated to a flashing
4signal to comply with the requirements of Section 12-208.
