Bill Title: Amends the Board of Higher Education Act. Requires the Board of Higher Education to establish a Big Ten Feasibility Study Commission to deliberate and determine the feasibility of having another public university in this State become a part of the Big Ten Conference and how this might be accomplished, while remaining revenue neutral to this State. Sets forth the membership of the Commission, and provides that members shall serve without compensation and without reimbursement for their expenses. Requires the Commission to meet within 90 days after the effective date of the amendatory Act, to hold public hearings, to invite witnesses of interest, to take testimony, and to file a report with the General Assembly and the Board on or before January 1, 2016. Dissolves the Commission upon filing of the report, and repeals these provisions on January 1, 2017. Effective immediately.

Amend the Board of Higher Education Act. AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Board of Higher Education Act is amended by
adding Section 9.34 as follows:
(110 ILCS 205/9.34 new)
Sec. 9.34. Big Ten Feasibility Study Commission.
(a) The Board shall establish a Big Ten Feasibility Study
Commission to deliberate and determine the feasibility of
having another public university in this State become a part of
the Big Ten Conference and how this might be accomplished,
while remaining revenue neutral to this State.
(b) The Commission shall be comprised of all of the
following members:
(1) One member of the Senate, appointed by the
President of the Senate.
(2) One member of the Senate, appointed by the Minority
Leader of the Senate.
(3) One member of the House of Representatives,
appointed by the Speaker of the House.
(4) One member of the House of Representatives,
appointed by the Minority Leader of the House.
(5) The Executive Director of the Board or his or her

designee.
(6) A resident of this State who is the parent of a
student attending an out-of-state university that is a
member of the Big Ten Conference, appointed by the
Executive Director of the Board.
(7) A resident of this State who is a student attending
an out-of-state university that is a member of the Big Ten
Conference, appointed by the Executive Director of the
Board.
(8) A resident of this State who is the parent of a
student attending a public university in this State other
than the University of Illinois, appointed by the Executive
Director of the Board.
Members of the Commission shall serve without compensation
and without reimbursement for their expenses.
(c) The Commission shall meet initially at the call of the
Executive Director of the Board, which meeting must take place
within 90 days after the effective date of this amendatory Act
of the 99th General Assembly.
(d) The Commission shall hold public hearings, invite
witnesses of interest, take testimony, and file a report with
the General Assembly and the Board on or before January 1, 2016
concerning the Commission's findings and recommendations. Upon
filing its report, the Commission is dissolved.
(e) This Section is repealed on January 1, 2017.
Section 99. Effective date. This Act takes effect upon
