| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Francis J. "Smitty" Smith | ||||||
| 4 | on the occasion of receiving the IMPACT Award from the | ||||||
| 5 | Economic Alliance of Kankakee County for his decades of | ||||||
| 6 | innovation, investment, and service to the economic growth of | ||||||
| 7 | the region; and
| ||||||
| 8 | WHEREAS, The Economic Alliance of Kankakee County is a | ||||||
| 9 | public-private partnership that works to expand the economic | ||||||
| 10 | base in Kankakee County by improving the local business | ||||||
| 11 | climate, and its IMPACT Award honors the accomplishments of an | ||||||
| 12 | individual, business, or organization that has propelled | ||||||
| 13 | sustainable growth and progress within the community; and
| ||||||
| 14 | WHEREAS, Francis Smith is a lifelong resident of the | ||||||
| 15 | Village of Manteno; after graduating from St. Patrick's High | ||||||
| 16 | School of Kankakee, known today as Bishop McNamara Catholic | ||||||
| 17 | School, and from the University of Notre Dame, he returned to | ||||||
| 18 | the region to start a business career in insurance, banking, | ||||||
| 19 | and development; and
| ||||||
| 20 | WHEREAS, Francis Smith, the founder and director of | ||||||
| 21 | Illinois Diversatech, has served the region and community in | ||||||
| 22 | various capacities over the course of many years, including as | ||||||

| 1 | board chairman of holding company Manteno Bancshares, as | ||||||
| 2 | chairman of the Manteno Planning Commission since 2005, and as | ||||||
| 3 | a member of the Riverside Healthcare Board of Directors since | ||||||
| 4 | 2006; and

| 5 | WHEREAS, Francis Smith and his wife of 57 years, Jean, are | ||||||
| 6 | the parents of four children, William, Mike, Pam, and Kelly; | ||||||
| 7 | therefore, be it

| 9 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
