| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate University of Illinois | ||||||
| 4 | senior, Thomas Dowling, on being named a 2018 Rhodes Scholar; | ||||||
| 5 | and
| ||||||
| 6 | WHEREAS, Thomas Dowling is one of 32 students from the | ||||||
| 7 | United States selected as a Rhodes Scholar for postgraduate | ||||||
| 8 | study at the University of Oxford in the United Kingdom; he is | ||||||
| 9 | the first Rhodes Scholar on the Urbana campus since 1998; and
| ||||||
| 10 | WHEREAS, Thomas Dowling is a double major in political | ||||||
| 11 | science and history and a James Scholar with a 4.0 GPA; he | ||||||
| 12 | currently interns at the Institute of Government and Public | ||||||
| 13 | Affairs investigating the state of the Illinois pension system; | ||||||
| 14 | and
| ||||||
| 15 | WHEREAS, Thomas Dowling has campaigned for and served as | ||||||
| 16 | deputy chief of staff for State Rep. Carol Ammons; he was | ||||||
| 17 | appointed to the Champaign Zoning Board of Appeals and served | ||||||
| 18 | as a media consultant and organizing fellow for the 2016 Bernie | ||||||
| 19 | Sanders presidential campaign; he interned at the Center for | ||||||
| 20 | American Progress in Washington, D.C., where he worked on | ||||||
| 21 | rapid-response research and communications projects; he spent | ||||||
| 22 | a semester as a Center for Strategic Research intern at the | ||||||

| 1 | AFL-CIO, constructing strategies to help workers unionize and | ||||||
| 2 | get more involved in the political process; and
| ||||||
| 3 | WHEREAS, In 2017, Thomas Dowling was named a Truman Scholar | ||||||
| 4 | and a Lincoln Academy Student Laureate; and
| ||||||
| 5 | WHEREAS, Thomas Dowling is a first generation college | ||||||
| 6 | student and was raised by a single mother; he plans to pursue a | ||||||
| 7 | master's degree in comparative social policy and a master's | ||||||
| 8 | degree in public policy; therefore, be it
| ||||||
| 9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 10 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 11 | congratulate University of Illinois senior, Thomas Dowling, on | ||||||
| 12 | being named a 2018 Rhodes Scholar, and we wish him the best in | ||||||
| 13 | all his future endeavors; and be it further

| 15 | presented to Thomas Dowling as a symbol of our respect and | ||||||
