Bill Title: Urges that adjuncts/non-tenure/part-time instructors in institutions of higher education be treated with the same respect, recognition, value, and standards as full-time instructors. Affirms these professionals have the same credentials as the full-time instructors and are being underpaid to do the same job. Pledges to seek solutions that include, but are not limited to, legislated salary parity, mandated access to health benefits, and full and fair pension reporting and accountability for all part-time/contingent/adjunct Illinois public teachers, librarians, counselors, and educational support personnel.

HOUSE RESOLUTION
2 WHEREAS, Adjuncts/non-tenure/part-time instructors in
3institutions of higher education are not treated, respected,
4nor valued the same as full-time instructors; and
5 WHEREAS, Adjuncts/non-tenure/part-time instructors in
6institutions of higher education are not valued the same as
7full-time instructors but have the same credentials; and
8 WHEREAS, Adjuncts/non-tenure/part-time instructors in
9institutions of higher education teach a majority of all
10courses offered; and
11 WHEREAS, Adjuncts/non-tenure/part-time instructors in
12institutions of higher education are expected to teach the
13same material and are held to the same standards as full-time
14instructors; and
15 WHEREAS, Currently, all part-time/contingent/adjunct
16Illinois public teachers, librarians, counselors, and
17educational support personnel are not equitably compensated,
18have no access to health benefits, and lack full and fair
19pension reporting and accountability; and
20 WHEREAS, Student learning is directly related to

1part-time/contingent/adjunct working conditions; it follows
2that college and university student learning is negatively
3impacted by the inequities and unfairness embedded in the
4system of higher education; therefore, be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we urge that adjuncts/non-tenure/part-time instructors in
8institutions of higher education be treated with the same
9respect, recognition, value, and standards as full-time
10instructors and no longer be second class citizens within the
11ranks of higher education professionals as has been the
12practice within these institutions of higher learning; and be
13it further
14 RESOLVED, That we affirm that these professionals, who
15have the same credentials as the full-time instructors, are
16being underpaid to do the same job; and be it further
17 RESOLVED, That we pledge to seek solutions that include,
18but are not limited to, legislated salary parity, mandated
19access to health benefits, and full and fair pension reporting
20and accountability for all part-time/contingent/adjunct
21Illinois public teachers, librarians, counselors, and
22educational support personnel; and be it further
