2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Matt Baughman on the | ||||||
4 | occasion of his retirement from Southern Illinois University | ||||||
5 | Carbondale (SIUC); and
| ||||||
6 | WHEREAS, Matt Baughman is one of the most experienced | ||||||
7 | administrators in Illinois higher education; and
| ||||||
8 | WHEREAS, Matt Baughman's career spans four decades from | ||||||
9 | the 1990s to the 2020s, with service ranging from the | ||||||
10 | University of Central Florida's executive development program | ||||||
11 | to working alongside the founder of the eponymous Paul Simon | ||||||
12 | Public Policy Institute; and
| ||||||
13 | WHEREAS, Matt Baughman pursued a career in higher | ||||||
14 | education administration following studies at Illinois | ||||||
15 | College, where he was a recipient of the Student Laureate | ||||||
16 | Award by the Lincoln Academy of Illinois; he was also selected | ||||||
17 | to be a Dunn Fellow and served in then-Governor Jim Edgar's | ||||||
18 | press office; he later earned his Master of Business | ||||||
19 | Administration from SIUC and was an Edgar Fellow at the | ||||||
20 | University of Illinois; and

21 | WHEREAS, As chief of staff to three SIUC chancellors, Matt |

1 | Baughman's work included managing direct report responsibility | ||||||
2 | for various programs, including Head Start, Public | ||||||
3 | Broadcasting, and Events/Outreach; and
| ||||||
4 | WHEREAS, As an administrator, Matt Baughman helped guide | ||||||
5 | SIUC to growth following declining enrollment and towards | ||||||
6 | fiscal stability after a historic two-year budget impasse; and
| ||||||
7 | WHEREAS, Matt Baughman has also brought service and | ||||||
8 | leadership to the board of Elevate Illinois, a not-for-profit | ||||||
9 | organization formed to provide unique attention to the people | ||||||
10 | and programs that reflect positive successes occurring within | ||||||
11 | the State; and
| ||||||
12 | WHEREAS, Matt Baughman will conclude his SIUC career at | ||||||
13 | the end of 2023; his competent, steady leadership will be | ||||||
14 | reflected in ongoing legacy showcase programs such as the Paul | ||||||
15 | Simon Public Policy Institute, a now nationally respected | ||||||
16 | think tank, and the quality and reach of WSIU-TV and WSIU-FM, | ||||||
17 | which produce award-winning telecasts and broadcasts that are | ||||||
18 | available in nearly every region of Illinois; therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
20 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
21 | we congratulate Matt Baughman on his retirement from Southern | ||||||
22 | Illinois University Carbondale (SIUC), and we thank him for |
