1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate the Bloomington-Normal | ||||||
4 | Water Reclamation District on the occasion of the 100th | ||||||
5 | anniversary of its founding; and
| ||||||
6 | WHEREAS, In 1919, residents of Bloomington-Normal voted to | ||||||
7 | form a sanitary district to treat wastewater in the two | ||||||
8 | communities; in 1928, a new, state-of-the-art plant began | ||||||
9 | service and, throughout the years, was upgraded and expanded; | ||||||
10 | and
| ||||||
11 | WHEREAS, In 1990, the district was renamed the | ||||||
12 | Bloomington-Normal Water Reclamation District (BNWRD) by | ||||||
13 | district trustees; in 2005, the J. Michael Callahan Southeast | ||||||
14 | Wastewater Plant, a second wastewater treatment facility, | ||||||
15 | opened to serve the northeast, east, and southeast metro areas | ||||||
16 | of Bloomington-Normal, as well as portions of the Village of | ||||||
17 | Downs; and

18 | WHEREAS, The Bloomington-Normal Water Reclamation | ||||||
19 | District's mission is to recycle wastewater safely, | ||||||
20 | efficiently, and economically to improve the quality of life, | ||||||
21 | maintain the public health, and protect the environment in the | ||||||
22 | Bloomington-Normal area; and

1 | WHEREAS, The Bloomington-Normal Water Reclamation District | ||||||
2 | has created and currently maintains two environmental sites in | ||||||
3 | McLean County; the Kenneth L. Schroeder Wildlife Sanctuary is | ||||||
4 | located near the Southeast Plant and is open to the public; the | ||||||
5 | E. Burton Mercier Conservation Area is near Shirley; and
| ||||||
6 | WHEREAS, The Bloomington-Normal Water Reclamation District | ||||||
7 | has been nominated for a number of awards; the West Bloomington | ||||||
8 | Plant has been nominated for Plant of the Year by the Illinois | ||||||
9 | Environmental Protection Agency multiple times and was | ||||||
10 | selected as the Group One Plant of the Year by the statewide | ||||||
11 | Illinois Association of Water Pollution Control Operators four | ||||||
12 | times; in February 2019, the Southeast Plant received the Group | ||||||
13 | One Plant of the Year Award from the Illinois Association of | ||||||
14 | Water Pollution Control Operators for excellence in | ||||||
15 | aesthetics, cleanliness, operations, and compliance with state | ||||||
16 | wastewater treatment standards; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
18 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we congratulate the Bloomington-Normal Water Reclamation | ||||||
20 | District on the occasion of the 100th anniversary of its | ||||||
21 | founding; and be it further

22 | RESOLVED, That a suitable copy of this resolution be |
