HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives are pleased to congratulate Kent Crutcher of
Normal for his 26 years of dedicated service with the Normal
Police Department; and
WHEREAS, Kent Crutcher earned his associate's degree from
Heartland Community College in Normal and his bachelor's degree
in criminal justice from Illinois State University in Normal;
he also graduated from the F.B.I. National Academy, the School
of Police Staff and Command at Northwestern University, and the
Police Training Institute in Champaign; and
WHEREAS, Kent Crutcher served his country with pride and
distinction as a member of the United States Marine Corps from
1980 to 1984; he reached the rank of corporal at the time of
his honorable discharge; and
WHEREAS, Kent Crutcher has served with the Normal Police
Department since becoming a patrol officer in the department in
September of 1985; he steadily ascended the department's ranks,
becoming assistant chief in July of 1995; he served in that
capacity until July of 2004, when he was selected to serve as
the department's Chief of Police; and

WHEREAS, During his tenure as Chief, Kent Crutcher was
instrumental in the creation of numerous department programs,
including the Mental Health Early Notification Program in
McLean County, the Normal Police Department VICE/Narcotics
Unit, the Phone Loan Program in McLean County for Domestic
Violence Victims, the Crisis Intervention Team in McLean
County, the Citizens Safety Ambassador Program, the Home Safety
Inspection Program, the Summer Youth Program for McLean County
youth, the Youth Intervention Specialist, crime analyst, and
computer forensics investigator positions at the Normal Police
Department, the Sergeant's Field Training Program, the
Departments Administrative Training Program, the School
Resource Officer Program, and the department's crime mapping
and online reporting systems; and
WHEREAS, Kent Crutcher has been a member of numerous civic
and law enforcement organizations, including the Commission on
Accreditation for Law Enforcement Agencies, the Youth Impact
Board, the McLean County Criminal Justice Coordinating
Council, the Emergency Telephone Systems Board, the Minority
and Police Partnership, Leadership McLean County, the McLean
County Multicultural Leadership Program, the Mental Health
Court Task Force, the International Association of Chiefs of
Police, the F.B.I. National Academy Association, Special
Courts, the Illinois Association of Chiefs of Police,
Centralized Emergency Communications Board, the Illinois

Mental Health Court Association, and the 211 Board of
Directors; he is also a graduate of the Simon Wiesenthal Center
of Tolerance and the National Institute Against Hate Crimes and
Terrorism; and
WHEREAS, Kent Crutcher has been the recipient of numerous
awards for his service, including the Law Enforcement
Achievement Award from the Illinois State Bar Association, the
Heartland Community College Distinguished Alumni Award, the
McLean County Autism Society Recognition Award, and the Normal
Police Department Life Saving Award; and
WHEREAS, Kent Crutcher serves as a model of hard work,
integrity, and dedication for the people of the State of
Illinois; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we congratulate Kent Crutcher for his many of dedicated service
with the Normal Police Department and wish him success and
happiness in his future endeavors; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to Kent Crutcher as a symbol of our esteem and
respect.
